Part of the supplemental funding request is placing the orders to replenish stocks. Defence contracts can be complex. The military will have stock. In peacetime, there is rotation of stock back to the manufacturers, to ensure nothing is time expired. A typical contract might include a commitment by the manufacturer to maintain a call off inventory sufficient for various scenarios. This can jack up the cost of the things being delivered. Most of the supplemental cost request is just the daily cost of running a military at an increased state of readiness; more food, more fuel, more maintenance, more training.
