Changing Step Daughters Surname

My wife and i would like to change our 4yo daughters(her daughter my step daughter) surname to mine.

My wife and daughter have been here in Perth for just on 3 months short of two years,my wife is currently on a spouse visa,until the second stage process begins in December and if possible we would like to change my daughters surname from her original fathers name who I must say has never had anything to do with her except for when we got him to sign a por kor 14,(which was the first and only time he had seen her),or as I understand it a declaration saying he he had played no part in her life or that he had no intentions of doing so for the future.

I understand if succesful we would need to change her passport,visa,birth cert, name on house book.

Apologies if this topic has been discussed before, so if anyone has any knowledge thoughts or has been through the process before any help would be appreciated.

Many years ago my stepson changed his last name to mine at the registary at Births , deaths and marriuages here in Sydney. Just a form to fill out and pay some money.
