1) can a foreigner buy a condo in thailand

Yes, you can buy a condo in your foreign name. There are restrictions as to the percentage of a building that can be foreign owned. The safest way is to buy an existing condo already owned in a foreign name.

2) is the ownership of the condo permanent or only for a certain period of time e.g. 99 years?

In general, yes it is permanent. However, the building probably won't last 99 years.

3) can a foreigner rent of his condo of buying it ?

Many do rent, but in my view this is a legal grey area as acting as a landlord is a kind of work.

3) can a foreigner rent of his condo of buying it ?

Just use an agent to rent out your condo for you, then you have no legal issues, give me a call...
