That was the message i recieved from a Japanese based Thai consulate, looks like they all have different rules, i wonder if the consulates have to follow the rules of the main Embassy in the same country, or are they seperate?

Anybody know?

Some consulates do not offer the full range of services that the embassy does. Quite often their sole function is to represent the interests of their own nationals living in that neck of the woods; e.g. the British consulate in Chiang Mai does not issue visas for the UK.
