Can the spouse of an education visa holder get some sort of spousal visa and if so, what would that visa type be?

Visa would not provide any such option. If the person has an extension of stay for education then spouse could obtain non immigrant O visa (and extend to match spouse).

It sounds like you say that if one person gets a 90 day education visa, the spouse(without the education visa) can get a non-imm O only if the spouse with the education visa gets an extension of stay beyond the original 90 days. Does this mean the spouse without the ed visa can not get any sort of non-imm visa during the initial 90 days?

That is what it means; at least in the local area. But they could be on tourist visas until then. What is required for local area non immigrant O visa issue will be copy of passport with extension of stay in it (and normal proof of relationships). Until extension issued do not believe such a visa will be issued locally. You might be able to obtain in home country at an Honorary type Consulate.
