What would be the best time to go to the Silom office for a re-entry permit? Any hints

You may or may not have a wait of up to several hours depending on the backlog they have so don't think anyone can give a real answer. I would go late morning, submit and then go out to eat lunch and return to pick up rather than hang around immigration.

You are aware immigration is not located on Silom? It is Soi Suan Plu off South Sathorn Road.

Personally I usually go first thing in the morning 8.30-9.00. Sit and read the newspaper. This gives me the rest of the day but as Lop states the wait time can vary from day to day

As early as possible usually works best, but as already said you never can tell. At least you have the rest of the day if you get it over with in the early morning.
