Hello.

My problem is I cannot open gpedit.msc , and I am running genuine Windows home SP3.

Just formatted c disc but …nope.

Does anyone have a fix for this?

No fix as it's not included with home edition. All of the settings can be managed directly from the registry, though that's obviously not ideal. There might be some hacks out there to get it working.

Guess I just leave it as it is….I’m not messing around in the registry.

What are trying to do? TweakUI can make many changes safely without going to the registry.

As mentioned, XP home doesn't support or have group policies and is why gpedit.msc is not packaged with it. TweakUI is a Microsoft free application that allows you to modify your user interface and other features. Again, not knowing what you are trying to use gpedit.msc for we can't help find alternatives.
