You might want to look into Ing Doi (somewhat near the old airport). If you use the road that passes along the golf driving range by the old airport and head towards Buffalo Hill (Doi Khao Kwai), you will pass along Ing Doi where you can rent an appartment. They also have a decent swimming pool. You may have to have your own car because getting there on foot will take a while.

Renting a car is a good way to go. Try the tour places around the Wang Come hotel, they often offer good deals.

Depends.... depends on how busy they are, and they don't look busy at the moment, what sort of car you want, whether you want a driver....

Shop around, maybe you'll get it as cheap as a 200AUD week.
