My next 90 day report is on 15 Jan 2009. I am going to Cambodia on 19 Jan 2009. Can I use the +/-7 day grace period at the airpot instead of going to immigration to report?

As you are exiting the country within your permitted reporting period, there is no need to do 90 day report (TM6 departure card that immigration keeps will effectively do that for you). However, would suggest you remove the 90 day reporting slip from your passport before going through immigration to avoid any queries. Will need re-entry permit, if not already have, to keep your permission to stay alive.

What about recent reports on TV that some offices are not allowing 7-day grace period after reporting due date, but are fining people if even 1 day over ??????

No, not just by post. At least one person reported in person and was fined for being late.

Yes. That has been reported , but the law says 7 Days +/- so who knows.
