I think in this context ตาย means 'so', 'a great deal', 'a lot'. Some examples:

ร้อนจะตาย - it's so hot! (I could die)

จะบ้าตาย - I feel so crazy! (I could die)

i suppose a newspaper might be more likely to use "...what a mess that would be!" or "...imagine the mess!", but your translation is right nonetheless.
