Yes you can.

If you are over 50 and prepared to deposit 800,000bht (about £16,000 or $20,000) in a Thai bank then there are no problems. (or show an income of the same level)

What is the options?

You can if you qualify.

Over 50? Thai Wife? Job in Thailand? Business in Thailand? Studying in Thailand? etc.

Even this is not permanent solution.....at the whim of a Thai goverment official, this could be changed or revoked at any time of their choosing

Can I live in Thailand permanently? You can if you qualify... Studying in Thailand? etc. ED Visa good option if you do not qualify for (any) other type of Visa

Permanent ED Visa -- In the US when I was going to school we used to call it being 'held back' or 'riding the short bus'.
