BANGKOK: -- Intelligence needs to be translated into speedier action, Thailand’s Defence Minister Thammarak Isarangura Na Ayutthaya told journalists on Wednesday, after it emerged that the security forces failed to act despite on warnings of bomb attacks in the country's southern provinces.

The government is now taking measures to improve the coordination between intelligence and action, the defence minister said. Initially intelligence officials will attend a workshop to discuss why the have so far failed to protect innocent people from insurgent attacks.

''Our intelligence is not so terrible but there must be action after receiving a warning. Before last month's bombing in Hat Yai, I had warned them 4-5 days before hand to tighten up security around the airport and shopping malls, but they did not take it into an action,'' he said.

Instead the intelligence services met to discuss security measures focusing for Songkran holiday peroid.

On the eve of the first anniversary of Kru Se Mosque incident, the security centre, which was set up to provide safety for the 11th UN

conference on Crimes Prevention and Justice, will continue its task of preventing insurgent attacks, the minister said.

On 28 April last year, Thai security forces stormed the mosque in Pattani province and killed dozens of lightly armed men after a foiled uprising.

The security situation in the three southern-most provinces has improved and local villagers have been co-operating with the authorities, said Gen. Thammarak.

More people have reported to officials to prove they have no connections with the militants. Over a hundred men have recently reported to police in Narathiwat, said the minister.

''It is a good development. It shows that people are fed up with the insurgents,'' he said.

There has also been progress in overhauling the defence ministry's administration, the minister told journalists.

Under the proposed reform, the army would be allowed to deploy soldiers instead of police to control security situations in the case of emergencies. The prime minister and the defence minister would be the only two people who could declare a state of emergency, he said.

Parliament is scheduled to debate the draft plan in the near future.

Perhaps - maybe just perhaps - Taksin is more intelligent than the officers in the 'intelligence section.' Perhaps the PM holds the forces more accountable than the prior prime ministers did. Perhaps Taksin really did earn a Ph.d. in criminology, and doesn't accept stupid answers.
