Ok I have the solution to Thailands begging problem.

All the beggers albeit whoever they may be or where ever they may be, go to the nearest Government Office and present a Medical Certificate Diagnosis Declaring that this person is indeed Disabled and its description of the disability.

Now once the Government Office has this information, then gently take the poor soul, to the Photo room, snap a few smiles on film, register this person on file, and then make a Official Government ID with this person's identity, and with this ID, the person can continue begging on the streets as they please without any gang interference.

This way you can tell the difference between a faker and the real McCoy beggar!!!!!!!!!!

If that doesn't work, then find yourself a wet suppressor, and try fitting a 9 millimeter hole into a 22 millimeter hole. If you can figure that out your a genius.
