African's Taking Over Lower Sukhumvit

Especially Soi 13 after 1am, there are at least fifty of them blocking the road. More than once I have had to go around to walk down the Soi as they were having huge brawls in the street.

Why are they taking over lower Sukhumvit and is there anything that can be done?
