Just returned from overseas. Need a new SIM card. Do I buy the card first, then sign up for a year-long top-up tariff, or should I look for a SIM card that has a one-year duration? (Budget: 220 to 300 baht top-up each month, need mostly for internet and app sign-ups.)

No, but I can see that you specifically stated that "Americans can own 100% of their Thai business", that's why I did nothing more than asked you that question.
