The first two sentences in German are:

"Das Bundeszentralamt für Steuern hat Ihnen die Identifikationsnummer xx xxx xxx xxx zugeteilt. Sie wird für steuerliche Zwecke verwendet und ist lebenslang gültig".

English translation is about this:

"The federal tax office has assigned the identification number xx xxx xxx xxx to you. It is used for tax purposes and is valid lifelong."

It is comparable to the US social security number, which is also a unique identification number for each person, valid lifelong.
