PM Plays down Opposition's Call for Joint Govt

BANGKOK: -- The prime minister has ignored a proposal made by the president of Pheu Thai Party to establish a joint government, claiming a General Election will be held soon.

Prime Minister Abhisit Vejjajiva has played down a proposal to establish a new joint government made by General Chaovalit Yongchaiyudh, Pheu Thai Party president, claiming that the idea is not distinctive and that the next election will be held soon anyway.

According to the retired general, the “national government” or the joint government-opposition administration would diffuse the country's political crisis. However, the prime minister said the best way to get the country out of the current situation is for all Thai people to respect the law and denounce the use of violence.

When asked about the demand made by the Asian Human Rights Commission for the government to revoke the emergency decree, the prime minister said the Center for the Resolution of Emergency Situations or CRES is monitoring the current situation to determine if the state of emergency is still necessary.

Abhisit has also reiterated that the emergency decree is not a political tool aimed to oppress the Opposition, but it is implemented to assist government officials in enforcing the law more effectively.

Also on his weekly television program, the prime minister talked about former Prime Minister Thaksin Shinawatra's attempt to discredit Thailand through an international lobbyist, saying that the United States Congress has shown its support for the reconciliation plan, and that according to various tourism organizations, the country remains an attractive tourist destination.

The prime minister also made a remark about the public campaign called '6 Days, 63 Million Opinions to Reform Thailand', saying that operators have received more than ten thousand calls each day.

Abhisit explained that the public opinion will be passed on to the National Reform Committee. Meanwhile, he indicated that most complaints so far have been about the economy.

Ayutthaya to be developed to retain its status of a world heritage site

BANGKOK (NNT) -- The Fine Arts Department has moved forward long and short term plans to improve the management system around historical temples in Ayutthaya, a Thai ancient city and the world heritage site, under a budget of 141 million THB allocated by the Culture Ministry.

According to the short-term plan, 300 tents are being provided as temporary trading premise for all existing traders in according to stalls relocation project. The Director-General of Fine Arts Department asked for cooperation from traders in order to maintain Ayutthaya as the world heritage site in the UNESCO list.

Meanwhile, tourism route will be reorganized, while parking lot will be set for vehicles as they are not allowed to enter historical site and tourists have to take the trams for touring instead. Twenty units of the tram will be procured in the first year. Trial operation of the first tram will be made within this October to see if any improvement will be needed before actual implementation.

Emergency retained in all 24 provinces

The Centre for Resolution of the Emergency Situation (CRES) resolved yesterday to retain the state of emergency in all 24 provinces where it has been in effect since early April.

The decision, supported unanimously by participants at yesterday's CRES meeting at the Army headquarters, would be submitted today to the Cabinet for approval by Deputy Prime Minister Suthep Thaugsuban, the CRES chairman, who is in charge of security affairs, CRES spokesman Colonel Sansern Kaewkamnerd said.

The state of emergency was first imposed in Bangkok and some surrounding provinces on April 7 after a group of red shirt protesters stormed into the Parliament compound. Later, when the anti-government protests got more aggressive, other provinces - mostly in the Northeast - were added to the list, eventually totalling 24.

The emergency status will have been in effect for three months tomorrow (July 7).

It was unclear yesterday how long the state of emergency would be extended for. One CRES source had said it was likely to continue for 60 days.

Yesterday's meeting lasted about two hours. After, the spokesman said participants discussed intelligence gathered by the military, police and the Ministry of Interior. They had agreed security concerns were still valid.

"The meeting agreed unanimously that the CRES needs to retain the state of emergency as a tool to take care of the 24 provinces," Sansern said.

"The CRES found that the current situation remains unstable. Distortion of facts and information continues and missing weapons have not been returned to security agencies," he said, referring to weapons seized by red shirt protesters from soldiers and police during anti-riot operations.

"Permanent officials agreed on the need to retain the emergency decree in order to maintain peace and order and ensure economic stability," the spokesman said.

Earlier, it was expected that the state of emergency might be lifted in some of the 24 provinces where the situation is viewed as improving.

However, Prime Minister Abhisit Vejjajiva had made it clear Bangkok would remain under emergency status due to security concerns.

Meanwhile, the Internal Security Operations Command (Isoc) plans to dispatch some 1,200 officials to rural areas in order to address their suffering and encourage social unity, Army deputy spokesperson Colonel Sirichan Ngathong said yesterday.

She said Isoc reported its plan to yesterday's monthly meeting of representatives from units in the Army. The meeting was chaired by Army chief General Anupong Paochinda.

Sirichan said Isoc reps told the meeting that its plan would be adjusted to suit each area in case the emergency decree was lifted.

The 24 provinces under the state of emergency are:

Central Region: Bangkok, Nonthaburi, Samut Prakan, Pathum Thani, Nakhon Pathom, Ayutthaya, Chon Buri.

The North: Chiang Mai, Chiang Rai, Lampang, Nakhon Sawan, Nan.

The Northeast: Khon Kaen, Udon Thani, Chaiyaphum, Nakhon Ratchasima, Si Sa Ket, Ubon Ratchathani, Maha Sarakham, Roi Et, Nong Bua Lamphu, Sakon Nakhon, Kalasin and Mukdahan.

Senior Army officer dies

A senior Army officer was found dead yesterday in an Army barracks in Bangkok with a gunshot wound to his head.

An informed source said Lt-Colonel Chaiyant Preecha, commander of the prestigious 1st Cavalry Battalion under the 2nd Cavalry Division (Royal Guards), might have shot himself out of stress. A few days ago, his supervisor asked him to explain why many weapons and military supplies went missing from his unit during the red-shirt rally.

A close friend of Chaiyant revealed that he had family problems too.

However, Din Daeng police chief Pol Colonel Chatree Kanjanakanti said Chaiyant's superiors quoted a private who witnessed the incident as saying the gunshot was accidental and happened when the officer was cleaning a service pistol.

"I was told that it was an accident, not a suicide," he said, without saying whether murder had been ruled out.

Chatree did not say when the shooting occurred, only that it was reported to police at 7am, before a team of police crime investigators examined Chaiyant's residence in the barracks, in the Sanam Pao area off Phaholyothin Road.

"His superiors have confirmed to me that it was an accident. The victim had no pressure from work or his family whatsoever," the policeman said.

A Royal-sponsored bathing rite for Chaiyant will be held today at Soammanas Voraviharn Temple.

CAMBODIA'S RETURN OF SUSPECTS

'Red leaders betrayed us'

Terrorism suspects extradited from Cambodia say they were 'called out of their hotel room only to be arrested'; PM Abhisit thanks Phnom Penh for its help in arresting husband-wife team, may seek further cooperation

The two Thai terrorism suspects repatriated by Cambodia yesterday told police that red-shirted leaders had tricked them into taking the rap for plotting a bomb attack on Bhum Jai Thai Party headquarters.

"The couple said these fellow red shirts called them out of their hotel room only to be arrested," Lt General Assawin Kwangmuang Assawin, assistant National Police chief, told reporters.

Warisriya Boonsom and her husband Kobchai Boonplob were taken into custody in Siem Reap last Saturday and detained for two days in Phnom Penh before they were put on a plane for Bangkok.

The couple accused Payap Panket and DJ Aom, Kanyapak Maneejak, of betraying them, Assawin said.

Warisriya was seen crying upon her arrival at Suvarnabhumi Airport before the pair was whisked to the Department of Special Investigation (DSI)'s office under tight security.

'WE ARE BEING FRAMED'

She said she and Kobchai were being framed, as they had nothing to do with the bomb plan, even though they had sheltered other suspects before the attempted attack.

Evidence shows that Warisriya and Kobchai left Thailand on June 23, just one day after the homemade bomb exploded prematurely and wounded Anek Singkhunthod, who confessed to planting the bomb and implicated many others including Dejpol Puttajong.

Dejpol is a red-shirt guard, and the couple knew him enough to let him stay at their home. Dejpol told police that the couple had paid him to carry out the bomb attack.

Assawin led a team that waited for Warisriya and Kobchai at the airport.

Phnom Penh contacted Thai authorities about sending these two suspects back without a prior request from the Thai government, Assawin said.

He said he did not know why they agreed to give up the couple so easily, but Chavanond Intarakomal-yasut, secretary to Foreign Minister Kasit Piromya, and East Asia Affairs Department director-general Kittipong na Ranong might have more information since they had direct contact with the Thai embassy there.

Chavanond told The Nation that Cambodia has a firm policy to work with other countries in overcoming terrorism and the case of the two Thai suspects was very clear.

"The Thai government would like to express its gratitude to Cambodia for the cooperation," he said.

Phnom Penh did not demand anything in exchange for the two suspects, he said.

It was considered unusual for Cambodia to arrest and deport anyone who has or might have connections with the red-shirt movement or fugitive former prime minister Thaksin, who is an adviser to Cambodian Prime Minister Hun Sen.

Phnom Penh rejected a Thai request last year to extradite Thaksin on grounds that it was politically motivated and Thaksin has personal relations with Hun Sen.

BAIL REQUEST TO BE OPPOSED

DSI director-general Tharit Pengdit said investigators plan to oppose any bail request since these two suspects had shown their intention to flee the country.

Prime Minister Abhisit Vejjajiva said he would like to thank Cambodia for its assistance in the affair.

"We will seek further cooperation if investigations show more Thais in Cambodia are involved," he said.

Deputy Prime Minister Suthep Thaugsuban declined to comment on reports that red-shirt leader Arisman Pongrueangrong was also in Cambodia but had not been arrested.

"We have to look at the facts," he said.

The Thai embassy in Cambodia has not reported on how many Thais wanted on various charges in their home country are living there now, he said.

Maj General Amnuay Nimmano, deputy Metropolitan Police commissioner, said Warisriya and her husband had started providing useful information like details about other suspects whom they had contact with.

Pickpockets' made Bt100,000 a week in city markets: police

Police have arrested a six-member gang of pickpockets who they say collected more than Bt100,000 a week from victims in busy Bangkok markets.

BANGKOK: -- The six suspects are from Nakhon Si Thammarat in the South. They allegedly travelled to the capital every weekend to carry out heists at several busy shopping areas or markets, and regularly returned home with around Bt100,000 in loot, police said.

The gang, which includes one minor aged 17, was nabbed on Sunday by Phlabphla Chai 1 police while allegedly trying to rob people at Klong Thom market in Prom Prab district, after one member was seen "sizing up" a victim.

Police arrested the five other members and say they found them with a "freshly stolen" wallet with Bt20,000, another Bt28,000 in cash and foreign currencies including 5,000 Indian rupiah and 145,000 Iranian rials.

In addition to the 17-year-old youth, the gang was made up of alleged leader Surachart Maneeuppatham, 20; Somphong Chaowana, 18; Jaral Phromyote, 27; Somboon Jaemjamras, 37; and Jaroen Aramsri, 59, a driver who took the group to and from Bangkok every weekend.

Police said the gang confessed to carrying out around eight heists in Klong Thom market and another 10 in other Bangkok shopping areas.

Police said they were still hunting a number of foreign gangs made up of Vietnamese and Cambodians, who were good at cutting out purses and pockets of people's pants, as well as another Thai gang whose members were women and children from Klong Toei.

Vaccine cocktail against flu viruses

The Public Health Ministry has prepared 2.1 million doses of a new vaccine cocktail against three flu viruses -A/H3N2, B. and 2009 A/H1N1 virus.

The vaccine will be provided to six million people at risk of developing severe symptoms, including women more than seven-months pregnant, people weighing over 100 kilograms, disabled people with neurological conditions, patients with chronic diseases, people aged over 65 and children from six months to two years of age. Medical workers will also be immunised.

Public Health Minister Jurin Laksanavisith said yesterday that state hospitals across country will be administering the vaccine from July 1-October 31 under a project with the World Health Organisation.

The National Health Security Office has supported the project with Bt500 million to purchase the cocktail vaccine from French drugmaker Sanofi-Pasteur.

People who have already been vaccinated for the 2009 H1N1 influenza virus also can get an injection from a hospital after one month.

About 1.5 million doses of the 2009 H1N1 vaccine had been provided to 78 per cent of people at high risk. Over 150,000 doses remain unused and are being stored at the Disease Control Department.

Hospitals that need the 2009 H1N1 vaccine to use on people can ask the ministry for a contribution.

A recent report from the ministry shows that the virus has infected 6,679 people and killed three of them this year. About two to three people come down with the 2009 flu per week. No fatality has been reported from the 2009 flu during the past two weeks, he added.

Bangkok buses set for revamp

BANGKOK: -- Bangkok Mass Transit Authority (BMTA) will change all its bus numbers and extend routes to serve commuters in outer Bangkok and neighbouring provinces over the next two years, Daily News reported yesterday.

BMTA will replace its 3,509 buses in current use with 4,000 new buses that can be refilled with natural gas for vehicles.

This service operates on 128 routes and new 27 routes are expected to be available in the next two years once the new NGV buses start.

All bus numbers will also be changed, because the BMTA wants to manage its buses systematically.

New numbers have been stuck on some buses, so passengers can remember them before they are used.

Pasarn favorite for BOT governor

The Cabinet is tipped to approve Prasarn Trairatvorakul, the president of Kasikornbank, as the new governor of the Bank of Thailand at its weekly meeting today.

BANGKOK: -- When asked whether Prasarn would get the top job at the central bank, a Government House source said: "Yes, most probably".

Finance Minister Korn Chatikavanij said yesterday he would seek Prime Minister Abhisit Vejjajiva's endorsement of his choice before proposing the name of only one candidate to the Cabinet meeting.

Earlier, Abhisit denied a media report that the coalition partners would like to have a say in the appointment of the next governor. He said he had never heard such news.

The incoming governor would replace Tarisa Watanagase when she retires in September.

The other three candidates were Thirachai Bhuvanatnara-nubala, secretary-general of the Securities and Exchange Commission, Bandid Nijthaworn, deputy governor of the Bank of Thailand, and Pisit Lee-atham, a former finance minister.

The four-way race for governor has been particularly fierce, given the strong credentials of all the candidates.

Prasarn was a central bank official before joining the Securities and Exchange Commission during its formative years.

After completing his term as the chief of the securities watchdog, he moved on to become the president of Kasikornbank. Now he also serves as chairman of the Thai Bankers' Association.

The four candidates went through a selection process conducted by a search committee chaired by Snoh Unakul, a former central bank governor. Late last month the candidates presented their vision on how they would run the monetary authority's organisation, oversee macroeconomic management, supervise financial institutions and develop the payment system.

After that Korn asked the four candidates to resubmit their presentations to crosscheck their views and evaluate their qualities.

The final selection reportedly boiled down to two candidates - Prasarn and Bandid, a bona fide insider well versed in macroeconomic and monetary policy. In the end, both Abhisit and Korn decided to go with Prasarn because he is an ideal candidate with a politically neutral stance, insight into the central bank's affairs, ideas for capital market development and also commercial banking experience.

Prasarn's successor at Kasikornbank, once he moves on to the central bank, is not known yet.

But the bank's board will meet at the end of this month to vote on the transition, with Banthoon Lamsam still at the helm as CEO.

Chiang Mai Night Safari and Montfort College organize reforestation project to reduce global warming

CHIANG MAI (NNT) -- The Chiang Mai Night Safari in association with Montfort College organize the reforest project aimed at reducing effect from global warming, with 800 saplings supported by the Department of National Parks, Wildlife and Plant Conservation (DNP).

According to the project, about 2,000 Montfort students join in tree planting around the Chiang Mai Night Safari during 5-8 July 2010. Saplings provided by the DNP are both of edible and ornamental types such as santol, java plum, Indian gooseberry, pink cassia, and cassia fistula.

The Chiang Mai Night Safari Manager cited that the project was expected to promote the sense of conservation of natural resources and wildlife which would help in reducing global warming as well. The project is also the cooperation among the Night Safari, Montfort College and several other agencies such as PTT and Bangkok Bank.

PAD Leader Plans Malfeasance Charges against Prosecutors

People's Alliance for Democracy leader Sondhi Limthongkul plans to file malfeasance charges against public prosecutors after they brought lese majeste charges in court against him.

Public prosecutors filed lese majeste charges with the Criminal Court this morning against People's Alliance for Democracy, or PAD, leader Sondhi Limthongkul.

The indictment stems from Sondhi's reciting of a speech made by Daranee Chancherngsilpakul during a PAD rally at Makhawan Bridge on July 20, 2008.

Daranee's speech had previously been deemed as defamatory to the Monarchy and she was sentenced to 18 years in prison.

Sondhi said he was treated unfairly by the Attorney-General Office, as his repetition of Daranee's speech aimed to urge the police to prosecute Daranee for lese majeste.

The PAD leader noted he earlier asked the Attorney-General Office to further investigate the case, saying that he has no intention to commit the offense. The office, however, rejected his request.

Sondhi also accused the attorney-general of delaying the prosecution against red-shirt leader Jakrapob Penkhair in a lese majeste case as the arraignment against Jakrapob has yet be made.

He said he will file a malfeasance suit against the Attorney-General Office and is ready to defend himself in court to prove his innocence.

Sondhi's lawyer Nitithorn Lumlua affirmed his client's innocence and posed 500,000 baht in bond to request bail for him.

The Criminal Court has scheduled a hearing to review the evidence on August 16.

Interior Ministry backs the extension of Emergency Decree

BANGKOK (NNT) -- Authorities believe that the extension of the Emergency Decree will not have any effects on law-abiding citizens.

Deputy Interior Minister Boonjong Wongtrairat has assured that the enforcement of the Emergency Decree in 24 provinces, including Bangkok, will not violate human rights, citing that it is a necessary tool for the government to maintain peace and order.

The Deputy Minister added that people who have been detained are those who have violated the Emergency Decree.

The Center for the Resolution of Emergency Situation (CRES), who yesterday concluded that the Decree should remain in place, will submit the extension proposal to Deputy Primier Suthep Thaugsuban , who will then forward it to the Cabinet for consideration today.

As for rumors on armed training in Nakhon Ratchasima, Mr Boonjong said he has yet to receive concrete evidences on that before he can make any decision, adding that there have been only reports on political gatherings, which by all means are allowed by laws; except for the 24 provinces the Decree has been imposed in.

He also said he had no objection to the launching of the red-shirts’ TV station, as long as they abide by the laws of the land and do not foment anger, which might culminate in violence plunging the country into a state of anarchy like they did the last time.

Govt joins hands with hypermarket giants to vend off Thai crops

BANGKOK (NNT) -- The Ministry of Commerce has made an agreement with hypermarket chains on purchase and distribution of seasonal fruits to boost the sale of domestic agricultural products.

Commerce Minister Pornthiva Nakasai on Monday presided over the signing ceremony of the Memorandum of Understanding (MoU) made between the Department of Export Promotion (DEP), the Department of Internal Trade (DIT) and hypermarket chain giants including Carrefour, Big C, and Tesco Lotus. The deal assures that the stores will increase the purchase of Thai fruits and vegetables by 20%, or 48,000 tons, and help distribute another 95,000 tons to their chains overseas.

The DEP has also agreed to collaborate with Tesco Lotus to organize promotional campaigns for Thai food and agricultural products in all of its 70 branches in England and to cooperate with Carrefour to organize similar events in China and France.

The overall export figure in the first half of this year has grown satisfactorily in most of the sectors. The Ministry of Commerce has raised the annual export target to 17-18%, from 14% originally expected.

Red-Shirt Leader Claims Bomb Suspects Arrested in Cambodia Were Govt Spies

Pheu Thai MP and red-shirt leader Jatuporn Promphan claims that the two bomb suspects extradited by the Cambodian government were government spies.

Jatuporn Promphan, a Pheu Thai MP and a red-shirt leader, says the two suspects in the attempted bombing of the Bhumjaithai Party headquarters who were recently extradited to Thailand by the Cambodian authority were government spies who were in Cambodia to search for fugitive red-shirt leaders including Arisman Pongruengrong.

Jatuporn has sworn that none of the suspects in the case who were arrested by the government were members of the red-shirt movement.

The red-shirt leader has also accused the government of fabricating the incident in an attempt defame the anti-government movement.

Both suspects have said they met with Deputy House Speaker Colonel Apiwan Wirichai.

However, Apiwan has repudiated the claim as unfounded.

Thai activist detained in Indonesia

Indonesian police have detained a Thai activist campaigning with Green Peace Group against using and consumption of coals.

Suthi Attchasai, a core leader of Eastern People's Network and a member of four-party Map Ta Phut committee sent SMS to reporters and NGOs in Thailand that he has been detained in a police station of Cirebon City for already 12 hours. He asked for help.

An official of Green Peace office in Bangkok said that Suthi travelled to Jakarta of Indonesia to join a group of activists from China, India, Philippines and Indonesia which campaigned and demanded for all the governments and people to reduce using of coal.

Accompanying him is Tara Buakamsri, campaign manager of Green Peace in Bangkok.

Cabinet approves Prasarn as new BoT Governor

The Cabinet on Tuesday approved the appointment of Prasarn Trairatvorakul, the president of Kasikornbankas new Bank of Thailand (BoT) governor.

Prasarn will succeed Tarisa Watanagase who is due to retire this September 30.

Emergency Decree not affecting tourism growth

BANGKOK (NNT) -- The domestic tourism will not receive negative effects if the government decides to extend the state of emergency in Bangkok and 23 other provinces.

Tourism and Sports Minister Chumpol Silapa-archa stated that the Emergency Decree enforcement was aimed at safeguarding people in the kingdom. Moreover, Thai people had already been used to the special law, he noted.

Mr Chumpol also voiced his confidence that many foreign countries now had better understanding in the current situation of Thailand since they had already cancelled travel warnings against the kingdom.

The minister hence believed that the domestic tourism for 2010 would grow continuously although the cabinet on Tuesday would decide to extend the state of emergency on one-third of the country’s area.

Lately, the Center for the Resolution of Emergency Situation (CRES) has unanimously resolved to maintain the activation of the Emergency Decree due to unstable situation.

Cabinet Cancels Emergency Decree in 5 Provinces

Cabinet has decided to cancel the emergency decree in five provinces namely Kalasin, Sri Saket, Nan, Nakorn Pratom, Nakorn Sawan. However, State of Emergency has been extended in the remaining 19 provinces including Bangkok.
