I have Thai language font and typing installed on my WinXP. I can read most websites like -

http://www.dailynews.co.th/

http://www.bloggang.com/

But some pages appear as garbage, like -

http://members.pantip.com/signup/step47.html

http://chat.pantip.com/room1/

How do I get those pages to show up properly in Thai font?

On IE6 it's easy, go to "veiw" at the top, select "encoding" then "more" you should see Thai listed there somewhere.
