Cant help you with South Pattaya or Jom but in Naklua there is a brill shop that has done my mate and my golf shoes that take lots of punishment in all weathers etc. They are still good after 2 years - double stitched and glued.

It's in the soi opposite the fish market in Naklua - little bit along on the right side.
