NTC seeking extra penalties against mobile operator for delayed MNP launching

BANGKOK (NNT) -- The National Telecommunication Commission (NTC) is seeking more penalties, in addition to the 20,000 THB daily fine, against the five mobile service operators who failed to enable the number portability service as planned.

An NTC Commissioner, Suranan Wongvithayakamjorn, said the 20,000 THB fine was only a minimum penalty as stated in the Telecommunication Business Act the mobile service operators had to face from failing to make the portability service operational by the deadline. However, the law allows the NTC to issue extra penalties as deemed appropriate case by case according to the loss generated from the delay. NTC resolution will be announced on 6 September.

The service providers including AIS, DTAC, TrueMove, TOT and CAT Telecom, announced that they would have the mobile number portability (MNP) system ready in December this year. It is now under testing process. The system was initially planned to be launched in August last year but later postponed to 1 September this year to allow the operators to setup the system.

The MNP will allow customers to change service providers without having to change their numbers. Customers will be charge 99 THB for the transfer. Any remaining call credits at the date of the transfer cannot be taken to the new provider.

Defense Minister downplays coup rumor

BANGKOK (NNT) -- Defense Minister General Prawit Wongsuwan has voiced his readiness to consider lifting the state of emergency should the situation eases off, stressing that the military has no initiative to orchestrate a coup d’état.

General Prawit ensured the best effort of all security officers to maintain peace and order in the country while the situation has been improving. However, he admitted that the situation would also depend on the national politics.

The Minister then asked the public to have confidence with the operation of security officers as he brushed aside any concern for overseeing the prevailing security affairs.

General Prawit also dismissed any necessities for the military to trigger violence by themselves in a bid to extend the state of emergency enforcement as speculated. He said the special law could be revoked only upon the improvement of the situation and safety of people.

The Minister confirmed that the military so far had been operating in line with the Constitution as he downplayed any rumored attempt of the military to stage a coup d’état or other attempts to delay the new election. He reasoned that everything must proceed by protocol and depend on Prime Minister Abhisit Vejjajiva.
