anyone know how I can make a call to the UK from my AIS mobile and withold the number but still use 009 008

or even from a landline if not possible on a mobile

I think the guy doesn't want the person he is calling knowing he is in Thailand. As far as I know you cannot withhold your number from a Thai provider. You could always get a Skype UK local number and call from that ?

CPID is passed using 009. Maybe a calling card would make it more challenging for the called party figure out where you are? These typically pass onto a local (destination) trunk group so look like local calls. When people use calling cards to call into Thailand these often pop onto trunks with 02 numbers.

So does that work for you? I'm guessing no.

CLID is a network feature not a handset feature. That is to say the network adds your CLID and passes it on. If the network supports the feature to block CLID and if you choose that setting in your phone, then yes, your handset will indicate that you want to block CLID, and tell the network block it. However, if the feature is not supported then the call will be rejected. I think you'll find that here in Thailand your calls will be rejected if you choose this setting as that feature is not enabled. In some countries you can block CLID, the U.S. is *67 as a prefix on a per call basis.

A calling card should address the OP's requirements.
