Someone please tell me what is happening to trick the mind into thinking it is a film of a miniature world?

I can see in the shots with water in the background that the detail (people, boats) are in a contrasting scale to the water motion (waves). This is what gives it away when a model boat is filmed on water, pretending to be full-scale; the water just does not behave 'in miniature'.

But shots of people walking along the street?

I just don't get it.

Please help.......

it is normal video of thai life that has been "tilt shifted" in post to make it appear miniature.
