i have baby in thailand and i got his birth certificate is enought for have the 0 visa multiple entry ?

Yes is enough in your home country, but in KL or Penang you will need to show 100,000 baht & blue house book.

I have not seen any report that a multi entry is available in KL or local area on basis of child. The 100k in bank applies to those with marriage proof at KL.

No reports availeble about Monaco. But in general Thai consulates in Europe seem to be willing to give a multiple non-O on that base. I suggest calling them or emailing them for confirmation. if not, I'm sure one of the consulates in France will issue.
