Thai Citizen Trying To Apply For Thai Id Card.

Please someone help me with this. I am living in the USA with US passport now. I would like to rewew my 10 years plus expired Thai passport. It is not the new E-Passport.

I am a Thai citizen and would like to keep my dual citizenship. Are there lawyers available?

Believe you will need the passport to obtain an ID card/home register entry in Thailand so first stop should be the Embassy/Consulate to replace your expired passport I would think. Should not need a lawyer for that. Also believe you will have to do the process in person here in Thailand as a Thai so you would want to arrive using that passport.

All you need to get a new passport is the old one together with a valid Thai ID card. Couldn't be easier.

Just apply for a new passport at the Thai embassy or consulate for your region. Both countries don't have a problem with dual citizenship and you still are Thai, whether you have a Thai passport or not. As said, no lawyer is needed. Forms can be downloaded from the Thai embassy website.

Under current regulations you might need to be on a tabien baan. On an expired Thai passport you can still return to Thailand, but you can't leave Thailand with it.

If he previously had a passport -- which he says he did -- then he has an ID number and is on a tabien baan already. I see no problems whatsoever.

Not if born overseas and the passport was issued at the Embassy on basis of birth certificate. ID cards are not issued at birth in any case.

All Thai passports have the holder's 13-digit Thai ID on them. Which means the guy has an ID.

And all Thai ID's are linked to a registered address.

I don't think a passport can be issued without an existing ID number, and if there's an ID number there should be an address attached to it.

There is a difference in having a Thai ID-card and having a Thai ID-number, like a social security number under which you are known to the government.

A Thai-ID-card is indeed only given if you are registered on a household book.

Essentially you need:

Copy of your ID card

Copy of your house registration

Old passport

..if you have married and changed your name, then you'll need the marriage certificate.

check with the embassy, but it should be fine to show an expired ID card given you have been outside of Thailand for so long.

Having a Thai ID number beginning with a 3 or 5 means you are a Thai citizen. You are in the system and have a right to get an ID card if you are of age and don't happen to have one yet.

I also believe but am not 100% sure that if you are in the system you must have an associated registered address.

ID numbers staring with 8 are issued to permanent residents, who cannot obtain an ID card until they have been naturalized as Thai citizens and their nationality converted accordingly in the Ministry of Interior system.

Could be wrong, though.

If you have never had a epassport you will need to go to a Royal Thai consulate and apply for the epassport as they need biometrics. Just take your old passport and fill out the application, nothing else needed.

My wife has done this twice without a problem. Also, Your local Thai Buddhist Temple may also have an outreach group that can help you with this. The Royal Thai Embassy frequently sends consulate personnel to various Temples to renew passports and can do epassports.http://www.thaiembdc.org/consular/C-Mobile/cMobile.aspx

My house registration is from 1976 and does not have the 13 digits numbers required so it is not valid.

My old style passport is not valid because it is not an Epassport.

I have to fly back to Thailand and have someone register me in a new house registration so I can apply for a new ID.

With the new ID card I can apply for a new Epassport.

Now my question is how hard or easy is it to get someone to put me on house registration? (Friend)

What are the steps and what documents do you need for this???

My mother had a similar issue, her last ID card was issued in 1979 or something like that.

She also had a slight problem that given she had been outside of Thailand for 40+ years, someone had actually stolen identity!

At the end of the day though, it was sorted quite easily back in 2007.

The easiest way: go back to your original Ampur where they can dig up your old papers and re-issue with a new ID number, and then ID card. Following that, you can go to get your passport in Thailand. Do you still have family/friends there? The Ampur will advise you, but take back all paperwork that identifies you as Thai.

Otherwise, you could go to a more convenient Ampur where you might have friends and sort it there. In Bangkok espeically, I've found the Ampur people quite professional and have to handle issues such as this.

Essentially to get back on the Tabieen Baan you'll need permission from the head of the household to put you on. That is it.

Also, you should ask the Embassy then to issue with a temporary Thai PP/emergency travel document, good for one trip back to Thailand. This will allow you to enter Thailand as a Thai citizen...which will be helpful also in the re-registration at the Ampur - as it is another piece of Thai ID.

IF you enter Thailand you'll be subject to Thai immigration rules (ie 30 day entry etc).

To get on a household registration you ned the permission of the owner and need to have a Thai ID, to confirm who you are and that you are Thai.

You can travel back to Thailand on an expired Thai passport, but cannot leave again till you have a new one.

In your case you might contact the Ministry of Foreign Affairs consular department first and see what they can do for you.

Does anyone know how to obtain a legal service/ translator in Rayong so I can have someone who can speak and reply in Thai on my behalf.

Will be leaving to Thailand with what I have soon and will need all the help I can get.
