Ok, either my pc is crap, or that pic is crap.

It´s between a capital city and a popular tourist resort destination.

Where I used to work, in all three towns, years and years ago..

Here are the definitive clues

1. a river runs through this town.

2. Two or three famous painters of this nation have museums here.

Teyler, Frans Hals, Corrie Boom...

3. speaking of museums, this town hosts the first ever museum for a product that is slowly becoming decriminalized. around the world.

4. There are two Irish Pubs in this town.

5. The shot, in the movie Ocean´s twelve, in front of the "capital" train station, was actually shot in front of this town´s train station.

You were less free in explaining exactly what constitutes a CA island in your eyes, but I will make the assumption you only mean the small close offshore islands none of which boast a major city.

So I will change my perhaps to no. :D

The Marshall Islands is also incorrect.
