internet is always crap around 8pm til 10pm. I use ToT Adsl line 3Mpb it;s barely 256kps sometimes , basically Internet sucks in thailand if you dont have Fibre optic cable line

Not really it's just when you want a decent connection you have to pay for it. Unfortunately it seems 3BB is now the only provider to offer a "premier" service.

I pay 2,500 for 5Mbit. That is steep but I also get 5Mbit 24/7. Even at 8pm ;)

So finally I find people who have a similar problem.... Last weekend, Internet was creepy slow with so many on and off and on and off problems at my uncle's and my parents home. Both had the same problem...

During the week I work at Nakorn Pathom and use Computer room that also has DSL (don't know the brand there...), no major problems there, but when I return to Bangkok and Nontaburi these days. OMG... I use True Internet in BKK...

... could it be because of the weather?

I have a friend in bangkok who works at a software company they have a fibre optic 20Mpbs speed

They can do 20Mbit ADSL2+ over standard wiring. Pretty much everywhere they put field boxes that contains DSLAM ports to reduce distance between phone line subscriber and adsl provider.

I'm on True Cable 20Mb/2Mb here in western Bangkok and I can tell the last few evenings my browsing has been slower (but still fast enough) than normal; when doing a Speedtest.net test to the Bangkok server I normally get 20Mb, but for the last few nights I seen it as low a 5Mb, which in my case the Thailand internet is so bogged down I'm only getting about 25% of my normal in-Thailand speed. But this morning I'm back to running at 18-20Mb on a speedtest. Keep in mind this is a long weekend with the Mother's Day holiday on Friday so maybe a lot more people than average are surfing the net. It's just a case of not enough bandwidth for all the customers, regardless of which Internet Service Provider you are with.

And internet circuits also vary from area to area depending on how the circuitry is setup in that area; so one customer on the east side of town on a 10Mb package may be surfing along at a good speed while another customer on the exact same package on the west side of town feels like he surfing on a dial-up 56Kb modem. Just like the old real estate saying of Location, Location, Location; it seems that old saying also applies to Thai internet.

Not according to 3BB. I asked them about their 20Mbit package, and they said it's VDSL (not ADSL) and not available in my moo baan, or, actually, anywhere in Chiang Mai. They said they'd have to put in new DSLAMs to support VDSL. I am less than 1km from the DSLAM so there'd be no issues with distance.

Wot? Why'd I need fibre optic to do 5Mbit. 5Mbit is not exactly a whole lot?! And trust me, I do get consistent 5Mbit over standard wiring.

According to my DSL modem I could get a maximum speed of 20Mbit / 2Mbit down / up with my signal quality. Plenty of headroom for a 5Mbit connection...

Yeap, when I was the TOT 6Mb ADSL plan, I pretty much got 5.2Mb 24/7 to in-Thailand servers/sites. I got the full 6Mb modem sync speed with the actual data flow being the 5.2Mb. But unfortunately, I only got about 20-40% of that to international web sites depending on the time of day/night. And the up time/reliability was about 99.99% for the 15 months I was on the plan. I was probably luckier than most with my TOT plan. I'm now on a faster True Cable internet plan which is working just fine.
