a 2009 is +2-3 years old and lower spec without ABS. Max 170k

2010 Ninja 650ABS can be had for 180-200

That's what I paid for a used '09 over a year ago. In today's market that's a bit pricey for a non ABS '09 IMO. If you can bargain it down to say ~170k it would be a good deal.

If you keep a close eye on the classifieds you can sometimes find used 2010-2011 ABS models selling for around ~185k.

Friend just picked up a used ER 6N, same year with more mileage but with full Givi luggage, Ohlin shock, and Yosh pipe for 165K.
