If there is no agreement between both parties, one can only get a divorce at the court, on the grounds mentioned in the law. In this case it will be on the grounds of abandonment, for which he needs to be absent for mor than 1 year.

More about Thai divorce law can be found here: http://thailawonline.com/en/family/divorce-in-thailand/how-to-divorce.html

When people divorce under Thai law, they split all that is gained during the marriage (and that include debts).

For a quick divorce, she should really try to track him down as if he agrees it owuld only be a quick trip to Thailand and within 30 minutes one can be divorced, at no cost. Only the devision of property would need a lawyer, for an agrement to be submitted when one gets divorced. One can make any agreement, only when one doesn't make an agreement does one split 50/50 of the gains DURING the marriage What one had beofere the marriage is left out of it.
