Shinawatra 'ties rewarded' at Finance

The reshuffle at the Finance Ministry partly demonstrates that the new government is prepared to reward senior officials who have close connections with the Shinawatra clan, according to an informed source.

Meanwhile, the Budget Bill could be delayed until March, which would adversely affect the government's planned investment projects.

The Cabinet yesterday approved Finance Minister Thirachai Phuvanatnaranubala's proposal to reshuffle senior officials at the ministry.

Benja Louichareon, deputy permanent secretary, has been promoted to the post of director-general of the Excise Department.

He is a former senior tax official at the Revenue Department who argued against former prime minister Thaksin Shinawatra and his children having to pay tax due from the sale of Shin Corp shares to the Singaporean government's Temasek Holdings in 2006.

It is still unclear whether Thaksin, Ample Rich Investment or other parties should pay tax of about Bt12 billion on the transactions conducted at the time.

Thirachai previously said the Revenue Department would explain the case to the public soon.

Benja will replace Pongpanu Svetarunda, who will take up a deputy permanent secretary post.

Pongpanu recently proposed that the new government increase excise duty on petrol after the cut in Oil Fund levies, but ministers decided against the idea as they wanted to fulfil their election promise of lowering the cost of living burden.

When he was director-general of the Comptroller-General's Department, Pongpanu supervised the transfer of Bt46 billion of Thaksin's family assets that were seized by the Supreme Court in a corruption ruling that they be placed in the government's coffers.

His removal to what is in effect an inactive post is seen as revenge by the Shinawatra clan, who now control political power, said the source.

Somchai Pulsawas, another deputy permanent secretary, has also been promoted, taking up the post of director-general of the Customs Department.

Somchai, who previously had long service at the Customs Department, is believed to have good connections with the new government.

He will replace Prasong Poontaneat, who is being moved to the position of director-general of the State Enterprise Policy Office in place of Somchai Sujjapongse.

The previous State Enterprise Policy Office head has been reappointed as director-general of the Fiscal Policy Office.

Somchai Sujjapongse will replace Naris Chaiyasoot at the fiscal agency, with Naris having been promoted to director-general of the Treasury Department. Naris will replace Winai Wittawatkaravet, who retires at the end of the month.

Inspectors-general Somchai Apriwattanaporn and Thevan Vichitakul also retire this month.

What is not amazing or incredible (insert the usual TiT descriptions) is that this was foreseeable for anybody with even part of a functioning brain long before Pheu Thai got anywhere close to the reigns of power.

It is a mistake to fill the ministers and offices position with his cronies because they are not capable people with the interests of the country at heart. Their mandate is geared towards benefitting Thaksin - and their imposition is purely for this reason allied to retribution towards who he regards as his enemies!!! This will damage Thailand severely and have lasting repercussions for the future.

Ignorance = vote for Thaksin (Yingluck) = lower living standards and lost jobs = rich rice distributors/millers and poorer farmers. Not exactly a recipe for a prosperous and happy people, sadly!!!!:(.

Those who cast their votes for PTP will be the big losers in this, as they will find out to their detriment :jap:.

One problem is that the alternative is seen as worse and equally if not more corrupt. That kind of needs addressing too especially in a democracy where the mass will choose and have shown time and again who they favour. People want change. Time for the oppositon to recognize this and play their role too, or it will contuinue to be people moaning about Thaksin and saying he is omnipotent or can buy anything instead of taking responsibility for their own failings and reforming themselves. And of course Thaksin is not omnipotent and his opponents have many times more wedge to spend than he and all his monied up supporters have. The problem for the opposition is that money cant buy power right now as even a few elections ago the Dems Korn admitted when saying how oppositon parties who had been given a beating by Samaks PPP had out vote bought the PPP by 3 to 1.

Anyway time for the opposition to not just talk about not being corrupt (which nobody believes) but to actually start not being and more importantly time for them to sever links with the shadowy ones and accepting open democratic battle. Their failure to see what is happening and their failure to adapt just gives Thaksin and his party an easy run

If there were a French style all party election, and then a run off of the top two vote getters, if there was no 50+% winner, the will of the masses might well be seen much differently. Once the leeching of voters effect of those dozens of micro-party or king-maker parties was removed by the run off. No matter what the Reds say they don't actually have 50% of the voters in Thailands mandate, close but no cigar, too many smaller parties making a hash of the process.

One person, one vote, no party list bullpoop. Let the people actually decide.

And directly elect the PM, and give him/her an MP seat.

But the medium parties will NOT like this.

I for one would never say that the Dems were near perfect--no way- but to suggest or compare them to this TRIBE is a sorry state of affairs.

Correct, yet still they post their justifications for this heist. As much as I try, it is extremely difficult for me to conjure up the least bit of regard for these sycophantic people. If I saw them on the road I'd probably swerve to hit them.

I agree with "ginjag" on this, to compare Abhisit with Thaksin or Yingluck (the same in my eyes) is ludicrous!!!! The same goes with the 2 parties. Of course there are rogue elements in every party but none moreso than PTT who are synonymous with corruption, graft, nepotism and cronyism. The first 3 have been common knowledge for a decade or more and cronyism is very much to the fore now - it's just as if Thaksin has been given his expensive toys back!!!:annoyed:. He is wasting no time in playing with them either - sod the country, it's mine to do with what I like now!!!:blink:.

He was also a criminal fugitive for a time and when he eventually returned was convicted and sentenced to prison for two years for the offence of.... get this... corruption at General Lottery Office.

Call me a cynic, but why do I think this might happen about two days after the Statute of Limitations voids the liability.

I always understood it was an on market transaction which is exempt of capital gains tax.

In tuff times why not make share trading gains taxable as a capital gain. Basically it is income! But then it may take away the extra pocket money the Bangkok elite receive. So if you don't want to tax a capital gain, why all the fuss for making a profit on trading shares from one individual and not the rest. To be fair it must be equitable for all.

I have been in Thailand only 3 months, from New Zealand. Always before every country I had visited did not want a Visa, even Europe, so I just did not think about it. I was lunatic cool and I thought I would just drift in, keep away from Pattaya and Phuket., maybe check out the Isaan girls, and that was a costly idea. My total social and political education has come from this Thai Visa site and to an extent the Bangkok times. wish I could work out how you cut and paste previous comments but mainly I thank correspondents for being here.

I think the reason why the Dems corruption is well hidden and less reported, isn't because of some conspiracy against the red side, but because it is far less blatant and obvious. Not to say that makes it any more excusable, but seeing as corruption is an accepted part of politics by much of the public, the key to it is not rubbing the stench under people's noses. The Dems in my opinion, do a better job of avoiding this. Thaksin's side on the other hand, don't seem to care who sees their dirty undergarments. I think this confidence/arrogance comes from having much of the population eating from their palms; gives them carte blanche. All well and good whilst you are in power. Problems arise when you are not. Thaksin already discovered this once.

I really do not think corruption bothers Thais, I think corruption is a western concept, to a Thai what we call corrupt is simple normal behaviour, it is all part of a feudal culture onto which the trappings of democracy have been poorly grafted.

But more to the point it isnt what you or I think, it is what the people think and many if not most see the Dems are seen as being corrupt and as part of the corrupt system that people experience daily whereas Thaksin and his parties are seen by many/most as being corrupt but obviously not part of the corrupt system that fights them. You have to look beyond the players imho

I said the Dems were not angels or any other of the coalition. But again thats what I see.

What you don't see (or do not want to see) is the background truth about this FAMILY and hangers on. The outrageous non truths, the pledges that are not honoured. Look at this party set up and who are in positions of vip. Stinks and you know it. If you cannot come up with discussion about topics, and only promote the outrageous avoidance of true government then there is no use sharing discussion.

It would do you many favours if you for once in a while spoke about the the odd u turns in campaign promises, and giving out get out of jail free cards. I ask you be honest and look at both sides of arguments, not attack a poster, and offer the usual---(((OH BUT THE LAST GOVERNMENT was more bad)))

Many politicians, those pulling the strings, those who seemly inherit their position etc, and the family at head of the present government, bring to mind, the often divorced individual. They have the financial means to keep trying to find a partner who will put up with them, but due to their faults, they keep being found out for what they really are.

Some of the ex's are left bitter and some complacent, for various reasons/settlements. A real analysis would probably indicate that they a not capable of any partnership, relationship, nor responsibility that they cannot control nor which does not feed their ego, and mental and physical desires/fantasies. It is just too bad that these types cannot confine themselves to screwing up a few individuals instead of whole countries.

Additional Cabinet appointments could be thread titled,

Shinawatra 'Ties Rewarded' at Government Lottery Office (GLO).

One of the new GLO Board members is Police Major-General Surasit Sangkapong, who was GLO Director-General during Thaksin's administration.

He was also a criminal fugitive for a time and when he eventually returned was convicted and sentenced to prison for two years for the offence of.... get this... corruption at General Lottery Office.
