Cambodia seeking royal pardon for Veera, Ratri

The Cambodian government is seeking a royal pardon for the two Thai activists arrested and detained for illegal entry and spying.

A high-ranking source in the Cambodian government said Veera Somkwamkid and Ratri Pipattanaopaiboon should be released soon. Veera and Ratri, who are linked to the yellow-shirt People's Alliance for Democracy, were arrested at the Thai-Cambodian border early this year.

It is believed that they will be released during Prime Minister Yingluck Shinawatra's visit to Cambodia tomorrow and are likely to return home as part of her entourage, the source said.

Airport Link to increase services to ease congestion

BANGKOK, 14 September 2011 (NNT)-Airport Rail Link will adopt a short term solution to avoid peak hour congestions by adding more trips to its regular time table while the number of users is expected to reach 2 million per day soon.

Deputy Transport Minister Mr. Kittisak Hatasongkroh revealed that the State Railway of Thailand (SRT) was considering the possibility of increasing the frequency by using the express train as an addition to the City Line to decrease train congestion.

The SRT may consider purchasing more trains to solve this problem in the long run. There are currently 4 express trains and 5 normal ones making stop at each station every 15 minutes. They will be arriving 5 minutes sooner in the near future to increase the service capacity to accommodate 2 million passengers per day.

According to Mr. Kittisak, shuttle bus services will be provided to passengers free of charge from hotels in the vicinity of the station. The shuttle bus will be put on trial at Makkasan station first. For those who are hoping that there would be shops inside the Makkasan station, Mr. Kittisak said they would be opened in two months. The Ministry of Transport will confirm the plan again on 21 September 2011.

Problem of strays neglected up North

The Chiang Mai Animal Welfare Centre yesterday urged provincial Governor ML Panadda Diskul to improve facilities for housing and feeding stray and abandoned dogs kept at provincial compounds.

"These dogs are in poor health. Also, we have received reports that illegal dog traffickers are taking strays from provincial compounds during weekends," said the centre's director, Sanya Sukrasorn.

The centre was investigating the reports, Sanya said.

"We are told that men are taking between 10 and 20 dogs from the compounds each time," he said.

Although kind-hearted people and officials have tried to feed abandoned dogs, many of the animals have become ill and died, he said.

The centre demanded that the Chiang Mai government provide funds and officials or volunteers to care for the stray dogs.

"As a long-term measure, a proper shelter should be provided," Sanya said.

If the provincial government ignored the problem, the growing population of abandoned dogs in Chiang Mai would hurt tourism, he said.

Lawsuit seeks new punishment system for forest encroachers

The Land Reform Network of Thailand, in cooperation with the Lawyers Council of Thailand, is pressing authorities to use a new method to calculate compensation from encroachers found cutting trees in forest reserves.

The two groups have threatened a lawsuit against the Royal Forest Department and the Department of National Parks, Wildlife and Plant Conservation (DNP) to stop them using the forested watershed valuation model.

Saengchai Rattanaseriwong of the Lawyers Council of Thailand said the model developed by DNP officials was not based on scientific evidence and could not be used to force people to pay compensation for causing global warming by cutting trees.

Under the model, more than 1,200 farmers across the country are facing legal action by the RFD and DNP for invading forest reserves and national parks. The total amount of compensation demanded by the two departments is Bt12 million.

A complication is that some areas are overlapping forest reserves and residential areas now awaiting investigation to prove ownership of the land.

Villagers who have no money to pay compensation must help the RFD and DNP plant trees in forest reserves and national parks.

"Academics from various institutes will help us review the model to calculate a fair compensation for people to pay," Saengchai said.

Meanwhile, the National Human Rights Commission has asked the directors-general of the DNP and RFD to explain the reason behind the use of this model to calculate the compensation forest encroachers must pay - but the two agencies have refused to comply.

A group of 15 representatives from the Land Reform Network protested yesterday before the RFD, demanding that it stop using the model, which they said was unfair and required a huge amount of compensation.

They also showed a model for RFD officials of building in urban areas and in forests in rural areas, to explain what they believe is the real cause of global warming.

Bangkok Police Show Drug Bust Results

The Metropolitan Police Bureau held a press briefing to show off the result of its anti-narcotics operations which took place from August 30 to September 12.

The Bangkok police have arrested two major drug dealers and seized a large quantity of narcotics.

Commissioner of the Metropolitan Police Bureau, Police Lieutenant General Jaktip Chaijinda, has reported that the three superintendents of Phaya Thai, Taopoon and Bang Yi Khan police stations have been transferred for failing to crack down on illegal gambling dens.

Jaktip added that the transfers were not politically motivated and the bureau is considering whether to impose disciplinary action on more officers.

The police commander has also presided over the press briefing to show off the result of the Bangkok police's anti-narcotics operations that took place from August 30 to September 12.

The law-enforcement force went door-to-door to talk to 12,230 households on drug-related problems.

277 drug addicts were admitted to the rehabilitation program.

Nearly 4,000 suspects were arrested on drug-related charges.

The number included 2 major narcotics producers and over 300 dealers.

Nearly 700 suspects were arrested for illegal possession of drugs and nearly 3,000 users were arrested.

Nearly 30,000 methamphetamine pills, 11 kilogram of powdered methamphetamine, nearly three kilograms of crystalized methamphetamine and 43 kilograms of cannabis were confiscated.

Two of the apprehended suspects are known to be major drug dealers, wanted on multiple arrest warrants for drug-related and illegal firearm possession charges.

Lower Chao Phraya River expected to surge during 19-20 Sep

BANGKOK, 14 September 2011 (NNT) – The Royal Irrigation Department has urged residents of the Lower Chao Phraya River Basin to keep their eyes on the water level which has a tendency to rise to the highest point during 19-20 September.

According to Director-General of the Royal Irrigation Department Chalit Damrongsak, on account of the recent heavy rainfall, the amount of water in the Chao Phraya River is currently increasing at the rate of 3,700-3,900 cubic meters per second, which is comparable to the rate during the 2002 flooding catastrophe. The excess water is reportedly flushing down from the Ping and the Pa Sak Rivers and is projected to reach Ayutthaya province on 19 September and Bangkok by 20 September.

Riverside provinces below Chao Phraya Dam, especially Pathum Thani and Nonthaburi, are likely to be impacted by river runoff and flooding during the period. Related authorities have thus been ordered to increase the height of the embankment to approximately two meters.

Meanwhile, Mr Panu Yamsri, Director-General of the Disaster Mitigating Directing Center of the Department of Disaster Prevention and Mitigation, encouraged people residing along the lower Chao Phraya River to prepare for floods by constantly monitoring the water level, building walls of sandbags and moving their belongings to high places.

Provincial Governor Offers Compensation to Building Collapse Victims

The Saraburi Governor is providing compensation to the families of victims of a collapsed building.

Four people were killed in the abrupt collapse.

Saraburi Governor Thawon Phrommichai visited the provincial hospital to offer compensation to affected families of a building collapse this past week.

The Disaster Prevention and Mitigation Department compensated the families of those who were killed in the collapse at a rate of 50,000 baht per person.

Two families have already received compensation.

In addition, the Saraburi Provincial Social Development and Human Security Office has provided additional compensation of 5,000 baht.

Those who were injured and admitted to the hospital more than three days will get 3,000 baht.

As for the seriously injured who are admitted for more than a month, they will receive 2,000 per month until they are able to leave the hospital.

Meanwhile, the Thailand Engineer Institute, as well as forensic police and engineering experts from Kasetsart and Thammasat universities will inspect the building to investigate the cause of the collapse.

In addition, related agencies will inspect whether the structure of the building met legal standards.

Blue-flag Boxed Foods to be Available at 7-Eleven Stores

The Internal Trade Department has joined hands with 7-Eleven to distribute Blue-flag boxed foods to help reduce the cost of living.

Internal Trade Department Director-General Vatcharee Vimooktayon disclosed that her department has collaborated with CP All, operator of the 7-Eleven convenience store chain, to roll out a program to provide customers with lunch box products at low prices, as a way of reducing the cost of living.

The program will feature 12 different dishes that will be sold at 29 baht each.

It will initially be implemented over the next four months. The period may be extended if necessary.

Vatcharee noted that the department has also sought cooperation from alliance merchandise suppliers to offer ready-to-eat meals at 25 to 30 baht in department stores and office buildings, as well as food shops in gas stations.

In the meantime, President of CP All, Piyawat Titasattavorakul assured customers of the high quality of the lunch box products.

Piyawat added that as the vegetarian festival is approaching, the company will provide customers with a variety of vegetarian foods at 7-Eleven stores nationwide.
