Vientiane Tourist Visa Without Ticket

Can anyone with up to date info tell me if Vientiane will still issue a double entry tourist without showing a flight ticket in and out of Thailand? Plan to travel overland. Thank you.

I used an agent, nothing special required. I dunno about Filipinos but we had Japanese, Turkish, Australian, Canadian and Russians and we all got double entry visa's no problem. Well, the Turkish lady had some minor issues but still got it. I advise using an agent if you want a better chance of getting the visa, hassle free as well and no waiting.
