hi , may be somebody can answer my question , how many times you can get a tourist visa in laos or in malaysia ?

is it true that you have to go to your homecountry after 3 times , or 9 months ?

you can make unlimited times, no limit, but if you enter border with bus-train-walk-ship you get 15days visa and they record this, you can make it 4 times maximum, after 4 times you need to make tourist visa from airport and get 30days and they delete your old records so you can again continue to make 15days visa

There is no poll required for this question. There is no set limit for visas but many Consulates will not issue after 3. For visa exempt there is no set limit. There is no requirement but after three you may be asked how you make your living. There is no limit on the number of months you can stay in a year or any other period of time. Immigration is never going to delete any records.
