PM says flood situation has gradually improved, clarifies 3 phases of rehabilitation plan

BANGKOK, Nov 12 --Prime Minister Yingluck Shinawatra on Saturday said the overall flood situation had gradually improved, stressing that the 'Big Bag' barrier could successfully delay floodwater from overflowing into the inner capital city.

Addressing the public on her weekly TV and Radio programme, "Yingluck Government meets the People," the prime minister said the flood situation in the central region was improving, with many provinces having almost returned to normal, including Ayutthaya, Nakhon Sawan, Sing Buri and Ang Thong.

Some provinces had organised "big cleaning day" campaigns to clean up their provinces to bring them back to normal.

As for Bangkok, she said that after the Flood Relief Operations Centre (FROC) had built a six kilometres long barrier using 1-2 tonne sandbags piled up as a makeshift flood prevention dyke, the 'Big Bag' could curb the deluge coming from the north and east of Bangkok.

She said the delay of water inflow has given more time for authorities to manage the floodwater by diverting into canals.

The premier stressed that the 'Big Bag' could not totally stop water but only delay the inflow of new floodwater.

The Royal Irrigation Department was assigned to drain water in Khlong Rangsit while the Interior Ministry would survey damages and deliver compensation to affected flood victims within 45 days, she said.

She added that the Bangkok Metropolitan Administration (BMA) has been given 70 water pumps which would be used to manage water in inner Bangkok.

"There are significantly good signs as the water inflow into Vibhavadi Rangsit and Phanonyothin roads is decreasing and water levels at the two roads are lower. The task of repairing 14 broken dyke locations is expected to be completed this weekend. If they are fixed, the water in Nonthaburi and Pathum Thani would be reduced," she said.

There was also an attempt to retrieve road number 340 which was earlier flooded to be a replacement for Rama II Road as a route to the southern provinces in case Rama II Road was totally flooded.

Ms Yingluck also clarified the rehabilitation plan announced on Tuesday that the government’s strategy for national rehabilitation was divided into three phases or 3Rs – Rescue, Restore and Rebuild to build confidence, regain trust, and restore the country’s prosperity and stability in the long-term in a manner that is sustainable and systematic.

The last phase - Rebuild would be divided under the supervision of two committees, the Strategic Formulation Committee for Reconstruction and Future Development (SCRF) and the Strategic Formulation Committee for Water Resources Management (SCWRM).

The prime minister said that during November 16-17, there would be international figures visiting Thailand - UN Secretary General Ban Ki-moon and US Secretary of State Hillary Clinton. They would visit flood affected areas in Bangkok in separate missions and Ms Clinton said earlier that she would offer US assistance to flood-hit Thailand but wanted to first see what the kingdom's leaders needed.

Ms Yingluck said she was scheduled to attend the Association of Southeast Asian Nations (ASEAN) Summit in Bali, Indonesia during November 17-19 and would take this opportunity to clarify to the international community on the flood situation and rehabilitation plan to rebuild confidence in Thailand among foreign investors.

During the meeting, she would also meet with US President Barack Obama, Japanese Prime Minister Yoshihiko Noda and China President Hu Jintao. (MCOT online news)

Shouldn't the order be Rescue (save people), Rebuild (sh't that has gone to sh't) and thus RESTORE people's confidence/complacency in the system?

But of course... Thailand follows no logical steps. Chicken before the egg it is!

What the hell Delay or prevent. if its coming then let it come and go. I can't believe this government at all. it keep giving hope to people and then take it away,many time like this

Its the part that governments long for with natural disasters. While the disaster is ongoing there is never enough a government can do to keep people happy, but when the aftermath comes, they have chance to do things. The big test for the government starts now and a lot of people are looking to them.

It sounds like it has already started in many provinces. It is also not so much about the big seen on TV things but the smaller local community stuff done at local level that decided how things pan out. PTP are pretty well organised at that level in the upcountry affected areas so they should have no excuses. Bangkok when its turn comes is different but it also involves the BMA.

Another big test for the government is how they now handle what happens to the ambitious programs proposed before the flood. They will need to handle that to keep their people onside too.

As an investor, I think it is next to impossible for the PM to restore my faith in this country's government.

No amount of spin will make me forget what I have seen and heard and the "Big Gap" between news releases and reality.

Only thing that would restore my confidence in Thailand in any way is if the Thai people put a stop to the madness.

I am already preparing to be totally embarrassed and ashamed of what Obama and Clinton may say and/or do.

It would sure be nice if they came down on the side of the people of Thailand instead of closing ranks with the current puppet regime.

Anybody wanna bet they are going to publicly give HIGH MARKS to the PM's handling of the situation?

I really hope the USA did not have a hand in this orchestrated man-made mess for whatever benefits to their long-term global agenda.

Perhaps, Thailand has too long been the Land of the REALLY free and these people need to be more under The Man's thumb -- especially deeper in debt and too busy to protest, rebel or anything but every adult in a family working two or more jobs at low pay to barely make ends meet.

I predict this train of international leaders are gonna pat the billionaire's puppet sister on the back and got big money to come here and do so.

Let's see if I am related to Nostradamus.

shes meeting with the bigwigs to tell them that this manmade catastrophe wont happen again.

dismay coming from investors who learned about the dam water levels. it could have been prevented and its disrupted global business. "yingluck," they will say, "do you guys want us all to leave? give us reassurances that a single dipstick wont be able to do this again."

seeing this flooding, I did a research in the internet

it came out a study of thammarat university of the impact of the floods in 2006

nobody has leaned anything - or is it ignorance?

it also shows, that the former government has ignored this study
