Temperatures drop in North

Northern Thailand saw the mercury drop one to two degrees Celsius further yesterday, with frost a possibility on some mountain peaks.

Tourists are expected to be drawn by the cooler winter, with spending expected to top Bt1 billion in Thailand during the end-of-year high season.

Pensiri Trisat, a weather forecaster at the Northern Meteorological Centre, said that a high pressure system from China continued to move over Thailand and could bring down temperatures in the North by 1 or 2 degrees. Frosts were possible on high mountains in the North from yesterday to tomorrow. The lowest temperature in the upper North is expected to be in the range of 16-18 degrees. Mountain peaks could be cold to intensely cold, with lowest temperatures in the range of 6-12 degrees. The lowest temperature recorded this season was 6.9 degrees at the summit of Inthanon Mountain in Chiang Mai province yesterday morning.

Boonlert Buranupakorn, chief executive of Chiang Mai Provincial Administrative Organisation, said the winter is suitable for tourism. Some people travel to experience the cold weather, particularly on the weekends, he said. The organisation was preparing to welcome tourists by decorating the city with winter flowers ahead of the opening of the International Horticulture Exposition celebrating His Majesty the King's 80th anniversary, including an exhibition of colourful tulips in early December.

The countdown to the New Year has begun, and the Provincial Administrative Organisation plans other activities for tourists such as a balloon festival honouring His Majesty the King.

This year's revenue from tourism is expected to be flat from last year. Chiang Mai is likely to see at least Bt100 million a day spent by tourists from December 10 to January, officials said.

In related news, the Royal Flora 2011 show, to be organised from December 14 to March 14, has sold 190,000 advance entrance tickets worth Bt19 million.

Temporary workers 'urgently need help'

Those hired by flood-affected small factories and employers have been left to fend for themselves, with no chance of compensation, says labour leader

The government will have to spend more tax money to help tens of thousands of temporary workers hired by subcontractors of flooded factories in Ayuthaya, Pathum Thani and other provinces, according to a labour leader.

Chalee Loi-soong, chairman of the Thai Labour Solidarity Committee, a major alliance of labour groups, said these temporary workers have not been taken care of by employers who are subcontractors or small factories in flooded areas.

He said the situation would get worse in the coming months as temporary workers have few or no safety nets under the labour law.

So far, the government has announced that workers with proper full-time employment contracts will receive an average of Bt2,500 per month for six months, while those who work as "temporary workers" may get nothing.

The Social Security Office has urged workers who have lost their jobs due to the floods to register for new jobs and for temporary unemployment benefits within 30 days.

Chalee said the Labour Ministry must be more pro-active in helping affected workers find new employment.

He also noted that some factories in Ayutthaya, Pathum Thani and Samut Sakhon are in danger of going out of business due to financial difficulties and insufficient - or a total lack of - insurance. Workers are feeling the full impact of this, he said.

"If the government can spend a huge budget on populist policies, they should channel more money into helping workers," said Chalee, who added that he had received many phone calls from workers asking for help in recent weeks.

Some factories have not laid off workers outright, but have told staff to move to jobs in factories in other provinces. However, some workers find it difficult to move as they have families to care for, so the transfer order is tantamount to being laid off, Chalee said.

Although media have reported that the so-called "Big Cleaning" operation is underway in some factories that have dried, Chalee said not all workers had been re-hired, while others were re-hired at minimum-wage level despite having worked at the factories for years on higher-than-minimum wages prior to the flooding.

Chalee added that since the Bt2,000 per worker additional assistance promised by the government has not been taken up by a number of small factories, the government should find a way to channel the much-needed cash directly to laid-off workers.

The State Enterprise Workers Relations Confederation (SERC) is another umbrella organisation busying itself helping affected workers. Sawit Kaewvarn, SERC secretary-general, said many conflicts over re-hiring had arisen between workers and employers.

He urged the government to do everything possible to protect affected workers, as unemployment would have a direct impact on not just these tens of thousands of workers but also on their families and dependants.

Sawit was most worried about migrant workers, as they are the least-protected group.

SERC has set up a shelter for affected migrant workers in Samut Songkram province.

SERC is trying to help migrant workers who have lost their documents to secure the paperwork necessary for re-employment, Suwit said.

PM invites Thais to fete King

Prime Minister Yingluck Shinawatra yesterday invited all Thais to join the grand celebration of the auspicious occasion of HM King Bhumibol Adulyadej's 84th birthday on December 5.

During her weekly programme, Yingluck said she had presented a bouquet to His Majesty the King through the royal representative at Siriraj Hospital. She said she had learned that His Majesty’s health is gradually improving.

On his birthday, His Majesty the King would grant a public audience at the Chakri Throne Hall in the Grand Palace at 10.30am.

The royal guards from the Royal Thai Armed Forces would take an oath of loyalty on the same day, she said.

Meanwhile, light-and-sound shows and exhibitions would be held from Saturday to December 9, Yingluck said. Candle-lit ceremonies will take place nationwide on December 5.

The premier said that as part of King Bhumibol's birthday celebration, Bhutanese King Jigme Khesar Namgyel Wangchuck had allowed Thailand to borrow a Buddha relic from Bhutan so that Thai people could pay homage

FLOOD RELIEF

Corporates reach out to victims

Though a large volume of water has been drained into the sea, a large number of Thais are still suffering the ramifications of the recent floods that hit a large part of the country. Fortunately, help is being extended. Here are some of them.

Coca-Cola System in Thailand donated 1 million bottles of drinking water to Bangkok Metropolitan Administration, which will be distributed to flood victims in the capital city. Volunteer staff of companies under the network also helped BMA clean up Bang Phlad district last weekend, after participating in cleaning up Ayutthaya.

Big C Supercenter and Big C Foundation has partnered with the Public Health Ministry, hospital and volunteer medical units to launch mobile medical units in the flooded areas. The first unit was sent to Don Muang, in cooperation with Bhumibhol Hospital. Joining the efforts were doctors from Phuket, Pattani and Songkhla.

The company also joined hands with Scania (Thailand) in providing transportation in flood-hit areas with Scania's modified trucks.

Central Group prepared a fund of over Bt100 million to help rehabilitate the country from the worst floods in decades. Under "Central's support...We're here thanks to you" project, it covers three phases of rehabilitation: relief, reassurance and restoration. Since September, it has launched activities under the first two phases. Career training by volunteer staff is planned for the third stage, and also the restoration of houses, home appliances, temples and schools. Different business units like Thai Watsadu (home fixing), Power Buy (home appliances fixing), Central Food Retail (food & beverage), and Centara Hotel chain (massage and spa) will participate. Volunteers are welcome.

Central Group aims to distribute 1,500 food boxes daily to flood victims for 45 days. In cooperation with SF Cinema City, it screens movies at the Government Centre evacuation shelter through November. It is mobilising funds to support the rice seedling programme.

SSI Group recently presented five innovative steel boats to Lakhok Municipality, Pathum Thani, as part of 160 boats donated to help in the relief efforts. The specially designed boats offer flexibility to move people or goods in order to help flood victims. It can also be adapted to a larger boat or raft, and used as a bookshelf or cabinet after the floods recede. This is aside from more than Bt1 million donated to the government.

UNHCR Representative in Thailand, James Lynch, presented 5,000 solar lanterns worth Bt7.5 million to Department of Disaster Prevention and Mitigation for Thais, aside from Bt1.5 million donation to PM's Office.

Supreme Court president passes away

Supreme Court President Montree Yodpanya was pronounced dead at Siriraj Hospital Saturday night. He was 63 years old.

The Hospital said Montree died of heart failure and blood infection at 9:15 pm. He was admitted to the hospital to receive an operate related to cancer.

His relatives will hold a funeral at the Benchamabophit Temple.

Montree was scheduled to retire at the Supreme Court president in 2013.

Health Ministry awaits Bt669m rehabilitation budget

The Public Health Ministry expects the Cabinet to approve a Bt669-million budget for flood rehabilitation after the waters recede, Minister Witthaya Buranasiri said yesterday.

He said the budget was for the third phase of rehabilitation, and included eight major projects. It had already received approval from the rehabilitation committee on quality of life, headed by Deputy Prime Minister Pol General Kowit Wattana, and is expected to be brought before the Cabinet soon, after which the projects would be immediately implemented, Wittaya said.

Public Health permanent-secretary Paijit Warachit said the eight third-phase projects are: treatment for the sick and injured; rehabilitation for the disabled and the elderly as well as patients with chronic diseases; pandemic prevention and eradication of pests; consumer protection; promotion of healthy behaviours; mental-health rehabilitation; improving community environments as well as public facilities such as tap water and toilets; and food-safety promotion and quality control.

The budget for the fourth phase was expected to be Bt837 million, which would go towards improving infrastructure for public health service providers in the long term, Witthaya said.

Jurin kicks off censure debate against Pracha

Democrat Party MP Jurin Laksanavisit Sunday kicked off a censure debate against Justice Minister Pracha Promnok.

Jurin, chief opposition whip, stated the debate at 9:52 am. Jurin denied that the Democrat was seeking to topple the government as alleged by the Pheu Thai Party.

He said although the Democrat sponsored the debate alone, the party was proud to carry out its opposition's duty.

The debate is scheduled to end at midnight.

Jurin accused Pracha of failing in his administration, violating the Constitution and tolerating corruption intentionally.
