Is it possible to make a Bank account using ED visa with any Thai local banks?

Yes, of course, with some, not with all. It varies branch by branch. If one place turns you down, try another. Many people feel Kasikorn Bank is the easiest bank for a foreigner to open an account.

It is recommended to bring a Thai speaking person with you though, since lots of bank tellers do not speak English or are not confident enough to speak English. In these cases they will just tell you that you cannot open an bank account there.
