Google has not returned me any relevant definitions of the word duster. What the heck is a duster?

I understand you are stating facts so not a dig at you personally, but take a deep breath, who owns the Government? The Gov is there to server the population.

(OK, I know CLive Palmer now owns the Qld state Gov and set to buy the Federal Gov after next election)

Maybe more correct to say that mineral rights belong to the state rather than any specific government that is momentarily in charge of the handbasket.
