A friend who has never been to Koh Chang (and I have never been, also) is considering a week's stay there sometime in the time frame April 9 to April 17th.

Would appreciate any comments about the weather, air-quality, etc., about that time.

Weather should be fine. You may get the odd shower but nothing that should cause much of a problem. In fact the worst downpour will probably be because its Songkran! Koh Chang does not have problems with air quality at any time of the year.

Air quality is fine, but last few days here it has been very hot and humid - threatening a big thunderstorm. This year we have had regular rain pretty much since the end of January. Generally though the weather will be ok, provided you like the heat, and can tolerate the humidity.
