Corrupt guards helped inmates get drugs for parties: DG

NAKHON SI THAMMARAT: -- Parties were held by inmates of the central Nakhon Si Thammarat prison in violation of prison regulations, made possible by corrupt guards allowing in narcotics and contraband items, deputy Corrections Department director general Kobkiat Kasiwiwat admitted yesterday.

Use of drugs is believed to have been free and rampant - information supported by video clips extracted from seized mobile handsets.

When a third round of prison searches turned up another 39 mobile phones - after more than 400 handsets had been found in two earlier searches - Kobkiat admitted to the drug parties after video clips shot by inmates had been extracted.

"There will likely be more handsets found hidden in the prison while the searches continue," he added.

Allegedly corrupt guards would be disciplined, pending an internal investigation, he added.

The new prison commander, Suraphol Kaewparadai, took over yesterday and inspected safety procedures. New measures would require all guards and even the commander to undergo mandatory processes, including a daily body search, when they entered detention areas in the prison.

He said the latest 39 phones to be discovered were hidden in concrete walls. Five handsets were retrieved from an inmate who was openly using one, apparently unaware that recently installed security cameras had become operational.

Citing records from October last year to March 31, Suraphol said 1,004 mobile phones and 723 SIM cards had been found in 192 prison searches. Forty-three attempts to hurl units over the wall had been detected. A total of 554 amphetamine tablets, 152 grams of "ice" crystals and 1.062 kg of marijuana were found.

Eleven drug dealers involved in the in-prison dealings had been identified, and six other cases were being probed, said deputy provincial police chief Pol Colonel Phoodis Norrasing. Four cases were being processed criminally and three others had so far failed to identify wrongdoers. Local police had received 220 complaints for further prosecution.

The officer said many of the recently found 39 units were smuggled into the prison by an inmate convicted of murder, who later resold them for a large profit.

The Interior Ministry said the number of jailed drug users seeking rehabilitation had increased by 30 per cent, after an agreement was signed between provincial and local authorities, compared to only 2 per cent earlier.

Deputy permanent secretary Pracha Terat said the ongoing crackdown on prison drug dealing depended on action by provincial authorities who initiate searches.

No worries, nothing will happen to those guards. The moral is: To deal with drugs, you first apply for the uniform group. With that, it the immunity. They will not be punish under the common law.

Infact, i pity these uniform groups of people caught dealing with drugs. They were force to corrupt it. Just continue to blame those drug users & drug dealers, eventually they will be achieve success to eradict drug out of the nation like 'that' man always vow.

Sympathize those who genuinely be an enforcer but reputation tarnish by some others of their kind.

If the prison is fairly bare-bone in structure it makes one wonder how they are able to hide cellphones so it takes 3 complete searches to find the last batch of them...

"Five handsets were retrieved from a prisoner" (new promotion, inmates, five handsets for sale NOW) "he was unaware that recently installed cameras had become operational" (that inmate did not pay for a copy of the scheduled turn-off cycle). "Suraphol said 1,004 mobile phones and 723 SIM cards had been found in 192 prison searches" (we actually found 3000 phones, but most of us have kids that need new ones). "An agreement was signed between provincial and local authorities" (to split the bribes down the middle). "Deputy permanent secretary Pracha Terat said the ongoing crackdown on prison drug dealing depended on action by provincial authorities who initiate searches" (and call us a few hours beforehand so the cash stream does not get dammed, or dam_n anyone).

There are no parties in jail. Anyone thinking that there are parties has a severe mental trauma. People are using drugs because Thai prisons are like a zoo, a hellhole in which preferred prisoners are running the shows and not guards. Their crimes inside the prisons go unpunished as it is precisely how the elite wants it to be. On the embezzler's table in a prison you find the politicians, the academics and an occasional foreigner who can afford to pay their way through their sentence. Others will resort to drugs, not to parties.

More drugs, phones found in jail

NAKHON SI THAMMARAT: -- Although 470 cellphones used by inmates have been retrieved in the past month from multiple searches of the Nakhon Si Thammarat provincial prison, 11 more were discovered yesterday hidden in plastic water bottles, along with crystalline meth dissolved in soft drinks.

A clear type of 'ice' flakes was mixed with water and injected into beverage cans that were neatly resealed. Once smuggled into the prison or received by inmates, the flakes would be sun-dried and ground into a powder for reuse or resale to buyers inside the prison.

Suraphol Kaewparadai, the new chief warden, said he believes that many phones remain hidden inside the prison, possibly buried or stashed in small corners and holes in buildings, and the searches would continue.

After 39 more handsets were found in three concrete blocks, all 230 blocks brought in for a construction project will be confiscated and inspected.

All food supplies in all types of containers that are delivered, even for guards, will be inspected and weighed to ensure they contain nothing else.

Senior warden Thaworn Santajit said this procedure would be strictly followed.

The people who brought in the 39 mobile phones have been identified. Some are prison guards suspended from work and others are still at work, Pol Lt Colonel Kornkoj Chumsri said.

"They were involved in the construction project, the purchase of the bricks and other materials, and we know who they are," he said.

After 13 guards were transferred out for involvement in various irregularities, the 178 remaining on duty have been complaining about the extra workload and demanding the immediate recruitment of guards from other prisons to help them.

The Corrections Department is requesting 450 Border Patrol police to help with the burden at nine prisons including the one at Nakhon Si Thammarat.

The extra men will be available in two weeks, said Kobkiat Kasiwiwat, deputy director-general of the department, after meeting with Border Police commanders.

Deputy Prime Minister Chalerm Yoobamrung, who is in charge of the war on drugs, insisted that a Karen senior officer, Maj General Na Kha Muay, was involved in illicit drug production and trafficking and urged him to turn himself in to Thai authorities.

Na Kha Muay had recently posted a statement in English on a website denying he was involved in the drug trade and challenging Chalerm to produce evidence against him.

Only 13 guards out of 178 were transferred, the remaining absolutely knew what was going on and now are complaining that they have too much work. Very simple solution, strip them all and lock them up. Conspiracy, no? They all knew! They probably beat cows to death as well. beatdeadhorse.gif
