Blockades of Parliament not permitted in new round of street rallies: Yuthasak

BANGKOK, May 29 -- Deputy Prime Minister Yuthasak Sasiprapa ordered police Tuesday to step up security measures in preparation for a planned mass gathering of the yellow shirt People's Alliance for Democracy (PAD) against the proposed reconciliation bill beginning Wednesday afternoon, vowing not to allow any blockade of Parliament.

Prior to the PAD’s anti-reconciliation bill rally tomorrow, Gen Yuthasak ordered police to closely monitor the situation in order to avoid any violence or untoward confrontation between Yellow Shirts and the United Front for Democracy against Dictatorship (UDD) movement now gathering in front of Parliament.

The deputy prime minister said that he instructed the police, headed by Senior Police Adviser Pol Gen Worapong Chewpreecha, to supervise the overall situation and any responses to the the protest, adding that the relevant police officers have already put in place tight security measures to maintain law and order.

In addition, Gen Yuthasak pledged that the Parliament would not be blocked as occurred in the 2008 political protest.

The deputy premier however said he would assess the situation later whether or not the PAD protest would be prolonged.

Meanwhile, retired Maj-Gen Chamlong Srimuang, a PAD core leader, announced that the yellow shirts will hold a mass rally Wednesday afternoon to oppose the proposed reconciliation bill which was set to be deliberated in the House of Representatives on that day.

According to the plan, the PAD supporters will gather at the Royal Plaza at 1pm and some demonstrators will rally at Parliament at 3pm. The PAD will set up two stages, one at the Royal Plaza and the other in front of the Parliament.

Asked whether or not the gathering would be prolonged, Maj-Gen Chamlong evaded a direct answer and said that the key leaders would consider the situation carefully and thoroughly.

The key yellow shirt leader also warned members of parliament not to approve the proposed bill, otherwise it would greatly jeopardise the country as has never happened before.

The PAD move came as the House session is scheduled to consider tomorrow the reconciliation bill proposed by the 2006 coup leader Gen Sondhi Boonyaratglin, now MP and leader of the Matuphum Party, amid criticism that the bill was crafted to benefit ousted ex-premier Thaksin Shinawatra rather than the general public. And if PAD do blockade parliament, what are they going to do, shoot peaceful protesters? Perhaps get out the Chinese tear gas canisters, they worked a treat.

Maybe the reds could call out the blackshirts to fire a few shots at police, a couple of m-79s, deja vu all over again.

BANGKOK: -- Leaders of the yellow shirts movement on Tuesday insisted that they will organise a rally tomorrow against the government's draft reconciliation law, even though the law would benefit them if it passes.

People's Alliance for Democray's core leader Chamlong Srimuang said the rally would start at 1pm at the Royal Plaza before moving to the front of the Parliament at 3pm.

Matubhum Party leader General Sonthi Boonyaratglin has tabled the bill, and the House is expected to deliberate it on Wednesday.

Chamlong urged people to join the rally to express opposition to the law, which he said is aimed at ex-premier Thaksin Shinawatra and his cohorts. The law will also pave the way for returning the billions of seized assets to Thaksin.

The PAD opposes all three drafts of the laws because their contents are the same, aiming to bring back and whitewash the former PM.

"We realise that once the draft passes, we, the PAD leaders would also benefit, because there will no question of going to court to face charges. But we are confident that we have done was for the sake of the country and we did nothing for our personal gain," he said.

Chamlong and other PAD leaders were taken to court for their protests and seizure of Bangkok's airports and Government House.

People's Alliance Explains Purpose of Rally

BANGKOK: -- The People's Alliance for Democracy says its mass rally tomorrow against the push for reconciliation law aims to protect the country's judicial system.

Leaders of the People's Alliance for Democracy, or PAD, said during their press conference that the group will gather at the Royal Plaza around 1 P.M. tomorrow before moving to the Parliament House at 3 P.M. to call on its members not to pass any reconciliation bill.

The group said the reconciliation law clearly aims to secure an amnesty for fugitive former prime minister Thaksin Shinawatra and return his confiscated assets of 46 billion baht.

The PAD leaders noted it is the first time that the executive branch is destroying the judicial process and slammed Matubhum Party leader and its sole MP General Sondhi Bunyaratkalin, who led the 2006 coup to oust Thaksin, for proposing the reconciliation bill that would bring down the judicial scheme.

PAD leader Major General Chamlong Srimuang suggested although his group would benefit from the law, it does not agree with any attempt to destroy the justice system.

The group's spokesman Parnthep Puapongpan said the reconciliation law is unconstitutional and will stir more social conflicts rather than bring national unity, so the PAD will take legal action against its sponsors.

Deputy Prime Minister General Yutthasak Sasiprapa spoke of the yellow-shirt People's Alliance for Democracy's plan to gather at the Royal Plaza and then march to the Parliament House to protest the government's push for reconciliation law tomorrow, saying police have prepared measures to prevent its confrontation with the red-shirt group, which plans to submit its own version of reconciliation bill.

Yutthasak said he has assigned assistant police chief Police General Worapong Chewpreecha to oversee security at the rally site.

Security measures have been prepared and soldiers have not yet been asked to help.

He said police are working hard during this period to keep peace and order as many important people, such as Aung San Suu Kyi, will take part in the World Economic Forum on East Asia to be held in Bangkok.

In the meantime, Deputy Prime Minister Chalerm Yoobamrung said he will ensure convenience for yellow-shirt people who will gather in front of the Parliament House tomorrow and has ordered police not to use force against demonstrators.

Chalerm added that he believed that the rally will not turn violent.

Meanwhile, Deputy Agriculture and Cooperatives Minister Nutthawut Saikua called on the yellow-shirt group to stage the rally within the scope of law.

Democrats are gearing up as well.

These groups doesn't like each other....I guess the Democrats hate the PAD....But Thaksin is a good job in reconciliation, at least for these groups.....

I wouldn't count on that.....While the police leadership is red, the normal police:

1) Doesn't care about anything, beside 500 Baht fee. Don't care about yellow or red or orders.

2) Doesn't do something and if it doesn't work out well be the scapegoat

3) Is lazy

Or on a more local level Thaksin and his family urging people to pay their taxes.

Democracy indeed under this current maladministration is somewhat fractured nay biased. O.K to shut down a commercial area and as a result staff lose a day or two days salary, stores lose sales ans Joe Public is of no concern to the protesters and their political backers and sponsors. no problems.

Yet the politicians in their ivory towers cushioned from the daily routine of the masses are not to be bothered by the common masses who wish to air their grievances,

Now could some of our more strident defenders of the current maladministration offer an explanation as to what has happened to the ideal of democracy under this P.T. maladministration ?

5. archaic refractory; perverse

6. obsolete awkward, ungainly, or uncouth

If only unseemly and awkward was all we need worry about.

The past shows 'perverse' fits the description so much better,

leading toward repeated fits of misfortune and societal disaster.

Remember this, Chalerm said, months ago, that it wasn't the army that attacked the red shirts, it was the police. Surely he wouldn't lie.
