Hello. I am in Thailand on a visa-on-arrival (30 days). I have all paper for apply. Is any chance to apply for short-term schengen visa?

Got answer from embassy:

"The Embassy can consider visa application fro Thai residents and foreigners with residence/work permit having a permit to stay(long stay)only."

As you have discovered; Schengen visas must be applied for in the applicant's country of residence.

So no, you cannot apply in Thailand as you only have a 30 day tourist visa and are not a thai resident.
