Could us some help

Have completed Application Package except for the Medical

I do not have health insurance in USA or a doctor

My health insurance in BUPA Thailand and my doctors are at Bumrungrad Hospital. They gave me a signed form to use but the Consulate in LA wont except because it has to be from US doctor they say.

Iam in a rural part of El Dorado County in northern Calif. The county health dept refered me to two medical practices but they said they couldnt help me and referred me to two hospitals. Kaiser and the local Hospital. I took the form in and they both said they couldnt help. Try the Center to Disease Control. One Doctor told me that if i had been his patient for some time that he would just have signed the form.

Any suggestions for catch 22

If your health insurance and hospital are in Thailand why in the world are you even trying to obtain an O-A visa in the USA? You obviously have spent time here and know that you can receive a retirement extension of stay here with less paperwork? Arrive here on a non immigrant O visa if you can (most small Consulates in the US should issue if you say you want to investigate retirement possibilities) and then extend at an immigration office here. There is no problem getting the medical certificate and no need for police report. What you will need is 800k in Thai bank account (or less if you have letter from US Embassy reporting a pension income). You can even do from a tourist visa (60 day type) if there is a problem getting the non immigrant visa.

If you really want the O-A I am sure that you can find a medical clinic to sign the paperwork with a little legwork. Many of those that obtain the O-A visa do not have regular doctors but are able to get the form signed. Show them the signed form from Bumrungrad as it will probably help.

I have another idea you might consider trying.

In the US, there are doctors who work out of strip malls and cater to the immigrant population.

In your locality, you might find such a doctor catering to Mexican immigrants.

Perhaps they would be more sympathetic and take your money to sign.

Alternatively, you might also try find a similar Thai doctor working in the Thai area of the Tenderloin in San Francisco or Thaitown in Los Angeles. They certainly would have some respect for Bumrungrad's word for it.

If you try this option, please post to let us know if it works for you (or not).
