I do not think that there is any minimum age, in law. Believe some land departments will baulk at registering for child under 7 years old.

If land is registered to a child you will not be able to sell it without the courts permission until the age of majority, 18 or 20 yrs old, cannot remember which in this case. Also no loans can be taken out against the land, child cannot have debt.

If land is in a childs name, how do you go about getting things like services and build permits for the land if it is intended to not just sit as bare land for 10/15 years ?

No minimum age, however some ladn offices are reluctant and will specify ages of 6, 7 or even 12 I believe has been discussed befor. Ask where the land is registered. As mentioned just remember the land cannot be sold, leased, or borrowed upon without court appoval. Permits, services etc do not have to be in name on chanote, building a property or adding services isnt the same as selling or renting the said land.
