Pattaya: police arrest two suspected foreign extortionist accused of demanding protection money from a local restaurant

On Thursday, Pattaya police arrested a 36 Ukrainian and a 37 year old Australian on charges of running a “protection scam”, after a local restaurant owner accused them of attempting to extort protection money with menaces.

When Waree Dit –Ta, the owner of the Heat restaurant in Pattaya South Road, posted a sign outside her business advertising a commission to guides who brought her custom, she didn’t realise she would be dragged into an extortion campaign which, according to her statement, threatened her business premises and good name.

As is common in Thailand, the restaurant carried a large sign welcoming tour guides to bring their Russian clientele to the restaurant, which serves Russian style food along with Thai cuisine. The restaurant offered a 30% commission on food sales.

The two men approached her and offered to bring her business, but instead are alleged to have made themselves at home in the dining area on a regular basis, running up bills which they told staff to write off against their commission.

When the owner, who has a Russian Husband, decided that she was better off without their company, they told her, in fluent Thai, that they were well protected in the city and that they would, from now on, be passing on that protection to her. She also claims that she was warned that failure to pay would result in her restaurant being damaged and a lot of negative publicity which would drive away any customers she might have.

PATTAYA: In a joint operation involving Pattaya’s Tourist Police and Chonburi Immigration, two foreign men, accused of attempting to extort 20,000 Baht from a Russian Restaurant in South Pattaya, were arrested.

A press conference was held at the Pattaya Tourist Police Station on Thursday by the National Tourist Police Commander, Police Major General Wasu, who announced the arrest of Mr. Marlen Pilman aged 37, originally from Russia but now an Australian National and Mr. Dimitri Larovyi aged 36 from Ukraine. Both men were arrested at the Heat 7 Russian Restaurant located in Soi Cosy Beach in South Pattaya at the culmination of an undercover operation which allegedly saw them receive 4,000 Baht as a down-payment of a 20,000 Baht figure given to the owner of the restaurant, Khun Nangwalee aged 30, who is married to a Russian.

Her Husband had asked her to post a sign at the front of the shop in Russian Language requesting tour guides to bring their clients to the restaurant in exchange for commission. The two suspects had approached the owner and claimed they could bring many Russian Tourists to the restaurant but not yet. In the meantime they would eat and drink without paying for their meals and instead the cost of the meals would be taken from their future commission payments.

The chap on the right might be of Ukranian parents but speaks fluent English and could well have been born in Australia. I have met him many times when he was assisting Russian speakers and maybe that was his living - getting fees. He was well known at the police station but hardly an official member of any law enforcement group so using any connection to police for his scam was not based on anything real. He is a very personable guy and I am surprised to see this lapse in judgement but have seen others who think they have police friends fall foul of their delusions.
