What he is saying is that the nuances of humour aren't a universal. What one person perceives as humorous may be influenced by history, culture, language and even the medium in which it is being conveyed. There's American humour and British humour as well as Thai humour, Japanese humour and probably East Timorese humour. Nigerian humour can be equally hilarious and tasteless.

Nobody said that the Americans are humorless. That I believe is the preserve of the Dutch.
