Never seen them here, but don't see no reason as to why they couldn't be made.

I brought what I thought were Hot Cross Buns a couple of years ago, they certainly looked the part, they were mung bean cakes, simply awful.

Butter is Better in Chiang Mai has pretty decent cinnamon buns which are pretty much the same thing.

Ha, not met anything with a hankering for some hot cross buns yet... I wouldn't say no. You must let us know if you happen to find any.

It depends on the recipe. There many different styles.
