webfact Posted January 16, 2013 Share Posted January 16, 2013 SOUTH CRISIS Business conflict behind arson: Chalerm Jeerapong Prasertpolkrung, Anapat Deechuay, Atapoom Ongkulna The Nation File photo by Nakarin Shinworakomol YALA: -- The recent torching of 76 closed-circuit television (CCTV) cameras in Yala was the work of losers in the bidding for the CCTV camera-installation contract, not an insurgent attack, claimed Deputy PM Chalerm Yoobamrung yesterday. Chalerm said he had instructed Yala governor Decharat Simsiri to probe the businesses in question with a view to taking legal action against destroyers of state property. He added that police had assured him they would provide security to teachers in the South today, National Teachers' Day. Decharat also met with police, Army and administrative officials yesterday to agree on security measures for today. Chalerm added that former Malaysian prime minister Mahathir Mohamad had pledged to grant him an audience soon, as part of Thailand's bid to gain Malaysia's help in ending the deep South insurgency. However, National Security Council chief Paradorn Pattanathabutr contradicted Chalerm's version of events, saying the torching of cameras was part of a typical tactic by insurgents to target state equipment, rather than personnel, in the wake of tightened security. Paradorn also noted that such arson could be preparation for large-scale violence to come, and called on security forces and citizens to be on high alert. He said funding would be provided to replace the damaged CCTV cameras and to mount more cameras at risk-prone spots in 13 areas. Prime Minister Yingluck Shinawatra yesterday instructed related agencies to cooperate on deciding new locations where the CCTV cameras would not be repeatedly destroyed. She also admitted that there were still security loopholes that had enabled the repeat attacks, particularly a lack of manpower and co-ordination. It does highlight what a great choice Yingluck made of putting Chalerm in charge of the South issue as he's the best that the Pheu Thai Party has. . As for passing the buck, and making the assumption the losers of the contract torched the CCTV's then by all means arrest them, as you obviously know who they are. Taking out surveillance cameras would make it easier to carry out terrorist attacks without detection. The fact that this might be the reason would create the fear of possible bombings or shootings even if none actually take place. That is the real purpose of terrorism after all. One company gets the contract to supply the cameras so one or more of the losing companies destroys the cameras which now have to be replaced. The original company has earned from the contract for the first cameras and will presumably now supply the replacements. Unless the company that won the contract was responsible for the original positioning of the cameras and that was deemed to be not appropriate and an infringement of the contract I don't see how this could be to the detriment of the winning company or to the benefit of the losing ones. As for the statement by Chalerm, does this stop him looking as if he isn't achieving much by putting the focus on business conflicts rather than insurgents? Fact is that the people supposed to watch the CCTV cameras are as incompetent as the Thai army, or rather in bed with the insurgents and others, as it is mathematically impossible that they never ever catch a bomb-maker, arsonist or killer not even by accident. It is all about money in Thailand also in the South. Life is cheap. Conflict means more budget for anything from the army to the interior minister and in Thailand receipts are not required. He was referring to comments made by Deputy Prime Minister Chalerm Yoobamrung, who claimed that the torching, which took place on Monday, was the work of the losers in the bidding for the CCTV camera-installation contract and not an insurgent attack. Chalerm said he had instructed the Yala governor to probe the businesses in question with a view to taking legal action against those who had destroyed state property. Detcharat added Wednesday that an ad hoc committee had already been set up to investigate the attack. Defence Minister Sukumphol Suwannatat refused to comment on Chalerm's claim, saying that he would wait for the investigation into the incident. Asked about the security measures, which have been criticised as being inefficient, Sukhumphol said the existing measures were adequate but needed improvement. There was no need to issue new measures everyday, he said. With the situation in the South showing some improvement, the insurgents had increased the level of violence and frequency attacks to counter the authorities, the minister said. "I believe that the situation this year will be much better," he added. Referring to National Security Council's chief Paradorn Pattanathabutr's recent comment that the torching could signal a major attack in the near future, Sukumpol said it was good to be nervous. "It would be good if nothing were happening. Well (no pun intended) if it's only water he won't be drinking I am going to have to disagree with you on the first part of the first sentence.It is quite obvious he doesn't know he is a raging alcoholic, and/or that he needs to seek help for this disease.
