Canadian Getting India Visa In Bangkok

I am planning a trip to India, and I am hoping to get my Tourist Visa to there from Bangkok. I have some questions about the process:

1. I've heard that it takes 10 days to get the Visa, the website says "For Non-Thai nationals visa is generally issued on the 6th working day. #", does that mean it takes 6 business days to process?

2. Ideally I can get a double entry, so I can stay there for about a month, go to America, then come straight back instead of having to route through Thailand, but I don't have the tickets booked. Is a double entry visa possible/likely?

3. I heard something about having to declare what areas you're going to be in, either on your application or at some point during your trip to India, perhaps checking in with local authorities? What is the procedure with this?

4. I plan to go for the Kumbh Mela festival, if anybody has some tips about that then I'd love to hear them - first time in India, can't afford to stay in hotels for the time (minimum $50/night according to Agoda).
