I can't remember what the charges were, but this isn't the first time I've read about organised sex parties being raided.

Why no work permits. It is a resort, and the owners operators are either Thai or have must workpermits.

If they were just letting it be known that couples interested in swinging can come there,

and there is a fee for food, drink, accommodations, that doesn't mean there is any fee for sex.
