inlaws say there is talk of synchronising school holidays with the West... July and August... is there a Nation Plan for this concept? or just in their locale.

The universities of Thailand have already agreed to move to a western school year calendar - to help transition to the ASEAN community education better. I would imagine primary and secondary schools will eventually follow suit
