BANGKOK: -- The Senate yesterday voted unanimously to pass a bill that would allow 10,000 eligible voters to sponsor a law after submitting their signatures.

The Senate voted 103 to pass the bill which also allows 50,000 eligible voters to endorse their signatures to amend the Constitution.

The procedure in tabling the law starts with 20 people initiating the process by informing the Parliament president and is able to request financial and legal assistance to draft the legislation.

The bill also stipulates that the verification of eligible voters who want to sponsor a bill must be completed within 45 days. If a names' list is found to be incomplete or incorrect, the people who initiated the sponsoring of the law are given 90 days to complete the list, otherwise the matter would be dropped.

The bill also includes details about punishment for falsification of signatures by stipulating that those who falsify names are punishable by up to 10 years in prison and a Bt200,000 fine. Those who coerce others into endorsing their names would be punished by up to five years in jail and a Bt100,000 fine.

With vote buying as a normal part of the electrol process in this country, passing a controversial bill into law by a majority concensus by the public will simply be a matter who pays most to the masses.
